2/2/2026 Media Advisory: House Health, Human Services Committee to hear bill for expedited hospital conversions review
Legislation proposed to aid Fatima, Roger Williams hospitals sale if Centurion deal falls though
 
STATE HOUSE – The House Health and Human Services Committee meets tomorrow for hearings on several bills, including one that would allow for an expedited Hospital Conversions Act review should Centurion Foundation fail to close its deal to purchase Fatima Hospital and Roger Williams Medical Center and an alternative purchaser is identified.

The committee is scheduled to meet tomorrow, Tuesday, Feb. 3, at the rise of the House session in Room 101 on the first floor of the State House. Among the bills the committee is scheduled to hear are:
  • 2026-H 7407 — Sponsored by Rep. Jacquelyn Baginski (D-Dist. 17, Cranston) with the backing of the Gov. Dan McKee and Attorney General Peter F. Neronha, this bill would amend the Hospital Conversions Act to authorize for one year expedited review of an application for hospital insolvency proceedings. (Click here for more information.)
  • 2026-H 7187 ­ — This bill sponsored by Rep. John G. Edwards (D-Dist. 70, Tiverton) would prohibit health insurers from requiring or conducting a review for prescription medicine used to treat alcohol or opioid use disorder containing Methadone, Burenorphine, or Naltrexone, or approved to mitigate opioid withdrawal symptoms.
  • 2026-H 7275 — This bill sponsored by Rep. Jennifer A. Stewart (D-Dist. 59, Pawtucket) would require health insurance plans to cover services provided by licensed certified professional midwives. Insurers would be required to report utilization and cost data annually and certain limited benefit policies would be exempt.
  • 2026-H 7276 — This bill sponsored by Rep. Kathleen A. Fogarty (D-Dist. 35, South Kingstown) prohibits insurers from imposing any cost-sharing requirements for any diagnostic or supplemental breast examinations.
The meeting will be televised by Capitol Television, which can be seen on Cox channels 15 and 61, on i3Broadband channel 15 and on Verizon channel 34. It will be live streamed at capitoltvri.cablecast.tv.

Testimony on the bills being heard will be accepted in person or in writing via email to HouseHealthandHumanServices@rilegislature.gov. Written testimony must include a name and any applicable organization, the bill number(s) and viewpoint (for/against/neither). It will be considered a public document.
