11/23/2021 MEDIA ADVISORY: Redistricting Commission to meet Monday for racial bloc voting presentation, prison update
STATE HOUSE — The Special Commission on Reapportionment will meet Monday to hear a presentation on racial bloc voting, as well as an update on prisoner apportionment.

The commission will meet Monday, Nov. 29 at 6 p.m. in Room 313 on the third floor of the State House.

The meeting will include an informational update by Kimball Brace of Election Data Services relating to ACI prisoners, an issue which was discussed at the commission’s previous meeting.

The commission is also scheduled to hear a presentation on racial bloc voting by Dr. Lisa Handley, who is expected to address the Voting Rights Act of 1965. Specifically, she is expected to speak on the requirements of the law, why and how to analyze data to determine voting patterns, what the results could indicate in Rhode Island, and the potential impact on redistricting efforts.

Brace is also expected to speak on upcoming redistricting concepts, including plans for a series of public hearings around the state, overall concept plans, multiple alternatives, and seeking public and commission comments.

The state constitution calls for the General Assembly to reapportion its districts as well as the two congressional districts after each 10-year federal census.

The commission is co-chaired by Sen. Stephen R. Archambault (D-Dist. 22, Smithfield, North Providence, Johnston) and Rep. Robert D. Phillips (D-Dist. 51, Woonsocket, Cumberland).

The meeting will air live on Capitol Television, which can be seen on Cox Channels 15 and 61, on Full Channel on Channel 15 and on Channel 34 by Verizon subscribers. The meetings will also be live streamed at http://rilegislature.gov/CapTV/Pages/default.aspx.
