6/3/2024 MEDIA ADVISORY: House Judiciary Committee meets tomorrow for several votes and to hear testimony, including Washington Bridge statute of limitations bill
STATE HOUSE – The House Judiciary Committee will meet tomorrow, Tuesday, June 4 at the rise of the House (approximately 5:30 p.m.) in the House Lounge to vote on several bills and to hear testimony on others, including legislation establishing a statute of limitations for legal actions surrounding the closure of the Washington Bridge.
           
Among the legislation being voted on are the following bills:
  • 2024-H 7165A, sponsored by Rep. Edith H. Ajello (D-Dist. 1, Providence), provides immunity, under certain circumstances, from arrest and prosecution for prostitution, procurement of sexual conduct for a fee, loitering for prostitution and soliciting from motor vehicles for indecent purposes.
  • 2024-H 7449A, sponsored by Rep. Carol Hagan McEntee (D-Dist. 33, South Kingstown, Narragansett), allows victims of sexual assault to submit a medical forensic exam performed by a licensed health care provider in lieu of a police report in order to establish eligibility for funds under the State Crime Victim Compensation Program.
  • 2024-H 7567A, sponsored by Rep. Jacquelyn Baginski (D-Dist. 17, Cranston), provides that effective July 1, 2025, any attorney who self-certifies that they have successfully completed a specialized domestic violence prosecution training course shall have the authority to prosecute any violation of a protective order.
  • 2024-H 7748A, sponsored by Rep. Scott A. Slater (D-Dist. 10, Providence), authorizes the use of automated traffic violation monitoring systems for all traffic signal laws, including the “Don't Block the Box Statute” and allows for jurisdiction of the “Don't Block the Box” statute violations to be within a municipal court.
The committee will hear testimony on legislation (2024-H 8318) sponsored by Rep. Matthew S. Dawson (D-Dist. 65, East Providence) that would clarify the statute of limitations for all causes of action not otherwise time barred that seek damages arising out of or related to the design/construction/supervision/or inspection of the Washington Bridge.
           
The committee will also hear testimony on the following bills:
  • 2024-H 8324, sponsored by Judiciary Chairman Robert E. Craven (D-Dist. 32, North Kingstown), would provide for a 12-member bipartisan commission to assemble information on constitutional questions in preparation for a vote by electors on holding a constitutional convention, and who would report back by September 1, 2024.
  • 2024-H 8326, sponsored by Chairman Craven, would provide for the presentation of the following question at the next general election “Shall there be a convention to amend or revise the Constitution?”
  • 2024-S 2227, sponsored by Sen. Matthew L. LaMountain (D-Dist. 31, Warwick, Cranston), redefines misdemeanors for expungement purposes and make prior felonies, subsequently reclassified as misdemeanors, eligible for expungement pursuant to sections 12-1.3-2 and 12-1.3-3.
