General Assembly passes legislation requiring Department of Education to create dual language immersion policy
|
STATE HOUSE — The General Assembly today passed legislation introduced by Sen. Ana B. Quezada (D-Dist. 2, Providence) and Rep. Raymond A. Hull (D-Dist. 6 Providence, North Providence) that would develop dual language immersion programs in public schools.
The legislation (2022-S 2284, 2022-H 8347) would require the Department of Education to create a model policy and timeline to assist local education agencies in implementing a dual language immersion program.
“Research has consistently shown that students who are exposed to dual language immersion programs have a far greater educational success rate and this is especially true of English-language learners,” said Senator Quezada. “It is time that we give our children the tools and knowledge to succeed in this ever-changing world and dual language immersion programs are a proven driver for a high-quality education.”
Dual language immersion is a method of instruction that promotes a student’s full proficiency in all aspects of English and another language. DLI programs educate students using both English and a partner language for academic instruction and may divide the day by language of instruction.
“We all know about the unique challenges facing English language learners,” said Representative Hull. “They range from students who have had formal education in their home country to students with little-to-no experience with literacy in any language. Too often, these students fail to achieve the same level of academic success as their peers. Not only can we begin to close that gap, but major benefits come from early language learning, as well as the long-term educational and career benefits that are enjoyed by multilingual students.”
The measure now moves to the governor’s office.
