House OKs Fellela bill to create sibling adoption registry
|
 STATE HOUSE — The House of Representatives today gave its approval to legislation introduced by Rep. Deborah A. Fellela (D-Dist. 43, Johnston) that would make it easier for adopted siblings to find each other.
The bill (2017-H 7249) would establish a voluntary mutual consent sibling adoption registry where adult adopted children and adult siblings can identify each other.
“This legislation will allow biological siblings to locate one another without having to go through the court system or spend excessive amounts of time and effort trying to find each other through other sources,” said Representative Fellela. “Registering is completely voluntary, and anyone has the right to decline to participate.”
Under the provisions of the legislation, the Division of Vital Records would be required to reveal the identity of the adult adopted child to an adult sibling and notify the parties involved that the requests have been matched.
“With the popularity of DNA testing kits, more and more estranged family members are finding each other and building the relationships they were denied as children because of circumstances,” said Representative Fellela. “This voluntary registry will help to make that journey of discovery an easier one for all involved.”
The measure now moves to the Senate for consideration.
