MEDIA ADVISORY: House Finance Committee meets twice this week to hear legislation
|
STATE HOUSE – The House Finance Committee will be meeting twice this week to hear testimony on a variety of legislation.
On Tuesday, May 19 at the RISE of the House (approximately 4:45 p.m.) in Room 35 of the State House, the committee will hear testimony on several pieces of legislation. Among the legislation scheduled to be heard are the following bills:

2026-H 7631, sponsored by Rep. Karen Alzate (D-Dist. 60, Pawtucket, Central Falls), requires the Executive Office of Health and Human Services to disregard an individual's assets or resources when determining an individual's eligibility for any Medicare beneficiary program, contingent on federal approval.

2026-H 8270, sponsored by Rep. Leonela Felix (D-Dist. 61, Pawtucket), revises the calculation for the student success factor in the education-aid formula by adding an additional multiplier for 25% for each resident child who is identified as a multilingual learner.

2026-H 8511, sponsored by Rep. David Morales (D-Dist. 7, Providence), amends the school funding formula to ensure that local education authorities do not lose funding due to disruptions in the supplemental nutrition assistance program.

2026-H 8512, sponsored by Rep. Megan L. Cotter (D-Dist. 39, Exeter, Richmond, Hopkinton), exempts from sales tax the amount paid for food and beverages during summer restaurant week and winter restaurant week.

2026-H 8547, sponsored by Rep. Carol Hagan McEntee (D-Dist. 33, South Kingstown, Narragansett), establishes a separate domestic violence calendar within the Superior Court to handle felony domestic violence cases.
On Thursday, May 21 at the RISE of the House (approximately 4:45 p.m.) in Room 35 of the State House, the committee will hear testimony on the following bills:

2026-H 8190, sponsored by Rep. Robert D. Phillips (D-Dist. 51, Woonsocket, Cumberland), increases the estate exemption to $5,000,000 for January 1, 2027, $7,500,000 for January 1, 2029, $10,000,000 for January 1, 2031. This act would eliminate the estate tax for decedents whose death occurs on or after January 1, 2033.

2026-H 8528, sponsored by Rep. Jacquelyn Baginski (D-Dist. 17, Cranston), submits the 2026 capital development program requesting the issuance of general obligation bonds for approval of the electorate at the general election to be held in November 2026.

2026-H 8529, sponsored by Representative Baginski, amends the compositions of the Rhode Island Life Science Hub board of directors and amends the I-195 Redevelopment District Commission, and provides additional amendments to the powers and duties of the commission.
