5/11/2026 MEDIA ADVISORY: House Finance Committee meets three times this week to hear legislation and a budget briefing
STATE HOUSE – The House Finance Committee will be meeting three times this week to hear a variety of legislation and a budget briefing.
           
On Tuesday, May 12 at the RISE of the House (approximately 4:45 p.m.) in Room 35 of the State House, the committee will hear testimony on several pieces of legislation. Among the legislation scheduled to be heard are the following bills:
  • 2026-H 7466, sponsored by Rep. June S. Speakman (D-Dist. 68, Warren, Bristol), enacts the RI Individual Market Affordability Act of 2026 to establish a program to help reduce out-of-pocket costs for low- and moderate-income consumers enrolled in individual health insurance coverage through the RI Health Benefits Exchange.
  • 2026-H 8148, sponsored by Rep. Joseph J. Solomon Jr. (D-Dist. 22, Warwick), directs the RITBA to design a safety barrier or netting system on the several bridges within its authority.
  • 2026-H 8253, sponsored by Rep. Raymond A. Hull (D-Dist. 6, Providence, North Providence), allows a police officer to be reemployed by a state agency or department for purposes of working a state-funded detail subject to certain restrictions.
  • 2026-H 8490, sponsored by Rep. Lauren H. Carson (D-Dist. 75, Newport), establishes a fund within the Department of Health to support the operation and expansion of women's, maternal, and infant health and birthing services at Newport Hospital.
On Wednesday, May 13 at 4 p.m. in Room 35 of the State House, the committee will receive a staff briefing on the FY 26 revised and FY 27 state budgets.

On Thursday, May 14 at the RISE of the House (approximately 4:45 p.m.) in Room 35 of the State House, the committee will hear testimony on a variety of legislation.  Among the legislation scheduled to be heard are the following bills:
  • 2026-H 7241, sponsored by Rep. Susan R. Donovan (D-Dist. 69, Bristol, Portsmouth), establishes a tax credit against income tax based on eligible expenses incurred for care and support of an eligible family member.
  • 2026-H 7393, sponsored by Rep. Grace Diaz (D-Dist. 11, Providence), expands eligibility for the childcare assistance program to meet the federal eligibility benchmark.
  • 2026-H 7689, sponsored by Rep. Arthur Handy (D-Dist. 18, Cranston), amends the Rhode Island Works Program to allow lawful permanent residents to receive benefits without a waiting period and increases the monthly cash benefit to 100% of the federal poverty level.
  • 2026-H 8171, sponsored by Rep. Justine A. Caldwell (D-Dist. 30, East Greenwich, West Greenwich), establishes a food as medicine pilot program and task force to be administered by the Executive Office of Health and Human Services.
