MEDIA ADVISORY: Senate Judiciary Committee to hear testimony on several bills related to sexual abuse

STATE HOUSE — The Senate Judiciary Committee is scheduled to meet tomorrow to hear testimony on bills related to sexual abuse.
The committee is scheduled to meet Thursday, April 30, at the rise of the Senate (about 5 p.m.) in Room 313 on the third floor of the State House.
The committee will hear several bills related to sexual abuse, including:

2026-S 2616 — by Sen. Mark McKenney (D-Dist. 30, Warwick), which would amend what is considered sexual abuse for purposes of limitations on actions based on sexual abuse or exploitation of a child and would amend the provisions for when a cause of action may be brought.

2026-S 2399 — by Sen. Tiara T. Mack (D-Dist. 6, Providence), which would decriminalize certain commercial sexual activity. It would also include human trafficking as a racketeering activity and would allow expungements of certain convictions after one year.

2026-S 2595 — by Senate Minority Leader Jessica de la Cruz (R-Dist. 23, North Smithfield, Burrillville, Glocester), which would prohibit the distribution, transfer, or possession of any material that depicts a minor engaging in sexually explicit conduct and is obscene and lacks serious literary, artistic, political, or scientific value.

2026-S 2597 — by Senate Minority Leader Jessica de la Cruz (R-Dist. 23, North Smithfield, Burrillville, Glocester), which would increase the minimum sentence for first degree sexual assault and provide first 10 years of a sentence for first degree sexual assault not be subject to a suspension or deferment of sentence.

2026-S 3134 — by Sen. Leonidas P. Raptakis (D-Dist. 33, Coventry, West Greenwich), which would provide that violations relating to failing to register as a sex offender would be subject to the duration and frequency of registrations.

2026-S 2297 — by Senate Minority Whip Gordon E. Rogers (R-Dist. 21, Foster, Scituate, Coventry, West Greenwich), which would provide for a 10-year statute of limitations for the violation of second degree sexual assault.

2026-S 3105 — by Senate Majority Leader Frank A. Ciccone III (D-Dist. 7, Providence, Johnston), which would provide that the statute of limitations for second-degree sexual assault shall be 10 years from the date of the offense, or, in the case of a victim who is under the age of 18, ten years from the victim’s eighteenth birthday, whichever is later.

2026-S 2945 — by Senate Majority Whip David P. Tikoian (D-Dist. 22, Smithfield, Lincoln, North Providence), which would add staff of day camps and residential camps for youth to the definition of “person responsible for a child’s welfare” within the chapter on abused and neglected children.

2026-S 2157 — by Sen. Samuel W. Bell (D-Dist. 5, Providence), which would make sexual contact or penetration between any law enforcement officer that is on duty and a person that is a detainee, arrestee, in custody or a suspect a felony.

2026-S 2603 — by Sen. Mark McKenney (D-Dist. 30, Warwick), which would grant an affirmative defense for certain privileged communications, including communications made by an individual, without malice, regarding an incident of sexual assault, harassment or discrimination.

2026-S 3106 — by Senate Majority Leader Frank A. Ciccone III (D-Dist. 7, Providence, Johnston), which would expand the definition of “educational program” for purposes of the abused and neglected children general law to include charter schools, parochial schools, after school programs, camps and various other programs involving children.

2026-S 2126 — by Sen. Alana DiMario (D-Dist. 36, North Kingstown, Narragansett, New Shoreham), which would remove the requirement that families consent to, and cooperate with the Department of Human Services in establishing paternity and enforcing child and medical support orders as a condition of eligibility for child care assistance.

2026-S 2315 — by Sen. Leonidas P. Raptakis (D-Dist. 33, Coventry, West Greenwich), which would expand the deinstitutionalization subsidy aid program in the Department of Behavioral Healthcare, Developmental Disabilities and Hospitals to include adoptive parent(s) or siblings(s).

2026-S 2392 — Sen. Robert Britto (D-Dist. 18, East Providence, Pawtucket), which would allow parents or guardians to have access to GPS data of the bus or other motor vehicle used to transport students to and from school.

2026-S 2495 — by Sen. Matthew L. LaMountain (D-Dist. 31, Warwick, Cranston), which would direct the state Department of Education to establish an anti-hazing policy in student athletics.

2026-S 2596 — by Sen. Brian J. Thompson (D-Dist. 20, Woonsocket, Cumberland), which would establish the rights of adoptive/foster children or those in guardianship, to have post-separation visitation with their sibling(s).

2026-S 2721 — by Sen. Alana DiMario (D-Dist. 36, North Kingstown, Narragansett, New Shoreham), which would create the child-serving provider liability joint underwriting association to provide a joint underwriting association to provide liability insurance coverage for eligible child serving providers.

2026-S 2960 — by Sen. Brian J. Thompson (D-Dist. 20, Woonsocket, Cumberland), which would eliminate fingerprinting fees for licensed childcare hires, require background checks for youth activity instructors, and allow active TS/SCI clearance to satisfy criminal background check requirements.

2026-S 2976 — by Senate Minority Leader Jessica de la Cruz (R-Dist. 23, North Smithfield, Burrillville, Glocester), which would require the state agency cited in reports of the child fatality review panel to provide the child advocate, speaker, senate president and governor with written response within 180 days addressing implementation of report recommendations.
