MEDIA ADVISORY: House Judiciary Committee meets on Thursday to hear and consider legislation
|
STATE HOUSE – The House Judiciary Committee will meet on Thursday, April 16 at the RISE of the House (approximately 5 p.m.) in the House Lounge to hear and consider several bills.
The committee is chaired by Rep. Carol Hagan McEntee (D-Dist. 33, South Kingstown, Narragansett).
The following bills will be considered by the committee:

2026-H 7145, sponsored by Rep. Deborah A. Fellela (D-Dist. 43, Johnston), amends the law for the safe storage of firearms to be named “Dillon’s Law.”

2026-H 7644, sponsored by Rep. Leonela Felix (D-Dist. 61, Pawtucket), increases the fees charged for filings and writs of execution in the District Court, Superior Court and Family Court.

2026-H 7654, sponsored by Rep. Matthew S. Dawson (D-Dist. 65, East Providence), allows for sending of the notice under power of sale and rights of active military servicemembers by USPS First Class Mail and/or an overnight delivery service, instead of by USPS certified mail return receipt requested.

2026-H 8004A, sponsored by Rep. Robert E. Craven Sr. (D-Dist. 32, North Kingstown), provides technical amendments relating to comprehensive planning and land use, subdivision of land, zoning ordinances and moderate-income housing. The bill is part of Speaker K. Joseph Shekarchi’s (D-Dist. 23, Warwick) housing legislative package.

2026-H 8087, sponsored by Rep. Raymond A. Hull (D-Dist. 6, Providence, North Providence), dictates the length of a search warrant involving a tracking device and provides a process to extend the time frame of the tracking device for good cause.

2026-H 8103, sponsored by Representative Dawson, increases the time that mortgage foreclosure notices are required to be provided to active military service members, from nine months to one year, after completion of their active duty.

2026-H 7037, sponsored by Rep. Julie A. Casimiro (D-Dist. 31, North Kingstown, Exeter), prohibits handcuffing children 12 or under at initial police contact unless needed for public safety or if the child is using or threatening physical force against an officer.

2026-H 7195, sponsored by Rep. Rebecca Kislak (D-Dist. 4, Providence), prohibits any questioning of a juvenile who is suspected of delinquent or criminal behavior, unless the parent or guardian of the juvenile is present, or unless an attorney is present, or if the juvenile and their parents have waived their presence.

2026-H 7818, sponsored by Rep. Jennifer A. Stewart (D-Dist. 59, Pawtucket), prohibits the Family Court from detaining or committing any youth, 12 years or younger, to the Training School for any offense other than murder, first degree sexual assault, or an attempt to commit such offenses.

2026-H 8056, sponsored by Rep. Joseph J. Solomon Jr. (D-Dist. 22, Warwick), requires the courts and bail commissioners to issue no contact orders against any person arrested for cruelty or neglect of a child, child abuse or child endangerment, and to issue orders upon any finding of guilty. Violations of order would be a misdemeanor.
