3/9/2026 MEDIA ADVISORY: Right to repair, Cannabis Act amendments on House Corporations Committee agenda
STATE HOUSE — The House Committee on Corporations will meet Thursday to hear testimony on legislation, including bills related to the right to repair and amendments to the Cannabis Act..

The committee will meet Thursday, March 12, at the rise of the House (about 5 p.m.) in Room 101 on the second floor of the State House.

The committee will hear the following bills:
  • 2026-H 7180—This bill, introduced by Rep. Mary Ann Shallcross Smith (D-Dist. 46, Lincoln, Pawtucket), would establish a digital electronics right to repair, which allows for digital electronic equipment and parts that are sold in this state on or after Jan. 1, 2027, to be repaired at an independent repair provider.
  • 2026-H 7410 — This bill, introduced by Rep. Scott A. Slater (D-Dist. 10, Providence), would amend sections of the Rhode Island Cannabis Act relating to the residency requirements for applicants for issuance of a license or certificate to own a cannabis establishment.
  • 2026-H 7476 — This bill, introduced by Representative Shallcross Smith, would provide that original equipment manufacturers, implemented by/with surrogate distributors, of agricultural equipment, provide to independent service providers repair information and tools to maintain and repair electronics-enabled agricultural equipment.
  • 2026-H 7518 —This bill, introduced by Rep. Michelle McGaw (D-Dist. 71, Portsmouth, Tiverton, Little Compton), would provide that all kratom products for sale would be stored and kept in a locked case, until sold.
  • 2026-H 7716 — This bill, introduced by Representative Slater, would update the Rhode Island Cannabis Act to remove the current requirement to express cannabinoids as the dry-weight percentages.
  • 2026-H 7717 — This bill, introduced by Representative Slater, would update the Rhode Island Cannabis Act to eliminate the statutorily required subcommittees under the cannabis advisory board.
  • 2026-H 7845 — This bill, introduced by Rep. Evan P. Shanley (D-Dist. 24, Warwick, East Greenwich), would establish a marina users’ bill of rights allowing recourse through the consumer protection unit of the Rhode Island attorney general’s office as well as civil causes of action.
  • 2026-H 7846— This bill, introduced by Rep. Brandon T. Voas (D-Dist. 57 Cumberland, Central Falls), would prohibit unauthorized placement of merchants on advertising platform order interfaces, and would prohibit third-party restaurant reservation services.
  • 2026-H 7847— This bill, introduced by Representative Shallcross Smith, would prohibit expiration dates for airline tickets and flight vouchers.
  • 2026-H 7848 — This bill, introduced by Rep. Alex D. Marszalkowski (D-Dist. 52, Cumberland), would require retailers of glucose monitors to provide a free, point of sale replacement for any broken or defective monitor within 24 hours of the request.
  • 2026-H 7856— This bill, introduced by Rep. Marie Hopkins (R-Dist. 21, Warwick), would ban advertising of cannabis and cannabis products on any medium that may be visible to minors.
  • 2026-H 7857 — This bill, introduced by Rep. Thomas E. Noret (D-Dist. 25, Coventry, West Warwick), would establish the commercial kitchen exhaust system inspection and cleaning licensing and certification act. It also requires entities inspecting or cleaning commercial exhaust systems be licensed and insured.
  • 2026-H 8212 — This bill, introduced by Rep. John J. Lombardi (D-Dist. 8, Providence), would prohibit the practice of patient brokering and provide monetary penalties and enforcement by the office of the attorney general.
  • 2026-H 7109 — This bill, introduced by Rep. Patricia Serpa (D-Dist. 27, West Warwick, Coventry), would create the interchange fee restriction act prohibiting interchange fees on sales and use tax or excise tax when payment is made with a credit or debit card.
