11/5/2025 Rep. Casimiro hosts Child Welfare and Child Well-Being Leadership Summit
STATE HOUSE – Rep. Julie A. Casimiro, the chair of the House Oversight Subcommittee on Children and Families, co-hosted a Child Welfare and Child Well-Being Leadership Summit today at the office of the National Education Association Rhode Island (NEARI) in Cranston. The topic of the summit was Reducing Substance Use and Increasing Mental Health Wellness in Children and Adolescents.

Along with Representative Casimiro (D-Dist. 31, North Kingstown, Exeter), the event was co-hosted by Tides Family Services, Adoption Rhode Island and Family Service of Rhode Island.

“This summit was organized to continue to shed light on tough issues facing Rhode Island’s most vulnerable youth, and to develop strategies and solutions to the systemic challenges we face in Rhode Island.  We heard from experts on child development, children’s mental health and child welfare.  Research, best practices, system challenges and system reforms were also addressed.  Together, we can create a brighter future for all children and families by prioritizing their welfare and well-being in our state’s policies and practices,” said Representative Casimiro (D-Dist. 31, North Kingstown, Exeter).

Speaker K. Joseph Shekarchi (D-Dist. 23, Warwick) delivered the opening remarks.  Child Advocate Katelyn Medeiros, Dr. Elizabeth Lowenhaupt, the medical and psychiatric director at the Rhode Island Training School and Family Court Justice Lia Stuhlsatz also provided presentations.

This event was the third in an ongoing program initiated and organized by Representative Casimiro to help and support the state’s at-risk and vulnerable youth.  As the chairwoman of the House Oversight Subcommittee on Children and Families, Representative Casimiro has made the well-being of vulnerable youth, particularly those in state care, a primary focus of both the subcommittee’s work and her legislative advocacy.
