Phillips, Acosta join governor for ceremonial signing of bill to create Blackstone Valley tourism license plate

STATE HOUSE — Gov. Dan McKee has signed legislation introduced by Rep. Robert D. Phillips (D-Dist. 51, Woonsocket, Cumberland) and Sen. Jonathon Acosta (D-Dist. 16, Central Falls, Pawtucket) that creates a special license plate for the Blackstone Valley Tourism Council.
The registration plate is the idea of Bob Billington, the founder and long-time executive director of the council, who retired earlier this year, and was present Tuesday at the singing of the legislation (2025-H 5050A, 2025-S 0074A).
In addition to the regular motor vehicle registration fee, the plates will be subject to a $40 issuance surcharge, half of which will go to the state’s general fund, while the other half will be used to provide funding for the Blackstone River Valley Environmental Clean-up and Education Fund. A $10 surcharge for subsequent registration renewals will be allocated to the Blackstone Valley Tourism Council.
The council will be responsible for the initial ordering of plates.
