The Senate today passed legislation (2025-S-0136) introduced by Senator Elaine J. Morgan (R-Dist. 34, Hopkinton, Charlestown, Exeter, Richmond, West Greenwich) that would criminalize the unauthorized dissemination of sexually explicit images of another person that are created by digital devices or created without the consent of the person depicted.
The legislation expands existing law to apply to images created by a digital device or artificial intelligence known as deepfakes.
“Rapidly evolving and easily accessible AI technology necessitate this update as celebrities and everyday citizens have been the victims of image-based sexual abuse and exploitation,” stated Senator Morgan. “Deepfake pornographic images can cause enduring emotional harm, financial hardship, and permanent damage to the reputation of its victims. This legislation is crucial to protecting Rhode Islanders from these abhorrent criminal acts.”
The Senate passed companion legislation from the House and the bills now await the Governor’s signature to take effect upon passage.
