House OKs Rep. Corvese bill limiting auto insurers’ use of ZIP codes to determine premiums

STATE HOUSE – Legislation sponsored by Rep. Arthur J. Corvese to limit auto insurers’ use ZIP codes as a factor in determining their customers’ rates has passed the House.
The legislation (2025-H 5104A) is intended to restrict a practice that unfairly leads to higher insurance premiums for many Rhode Islanders.
“The ZIP code where a driver lives is not a valid measure of their risk to the insurance company,” said Representative Corvese (D-Dist. 55, North Providence). “Auto insurance is mandatory here in Rhode Island. As such, our state has a duty to make sure our citizens are not being subjected to inequitable pricing practices like this one.”
The legislation requires that if insurers use the ZIP code where an automobile is garaged to determine a policy premium, they must segment the ZIP code by the municipality where the vehicle is located. The restriction would take effect on policies issued or renewed on or after July 1, 2026.
The bill now goes to the Senate. Representative Corvese also introduced the legislation last year. It was supported by both the Rhode Island Commission on Human Rights and the American Civil Liberties Union of Rhode Island.

Brien (D-Dist. 49, Woonsocket, North Smithfield), Rep. Nathan W. Biah Sr. (D-Dist. 3, Providence) and Rep. Cherie L. Cruz (D-Dist. 58, Pawtucket).
