Assembly OKs bill to establish criminal charge for attempted kidnapping of a minor

STATE HOUSE – The General Assembly has approved legislation sponsored by Sen. Todd M. Patalano and Rep. Justine Caldwell on behalf of the attorney general’s office to establish in law a specific criminal charge for attempted kidnapping of a minor. The bill now goes to the governor.
“Believe it or not, state law is currently silent on the crime of attempted kidnapping of a minor. This legislation will rectify that oversight and allow us to hold people responsible when they attempt to abduct and prey on children. I am grateful to the Attorney General’s office for its leadership, and to the many others who have supported this important bill,” said Senator Patalano (D-Dist. 26, Cranston).
The legislation (2025-S 0950, 2025-H 5639) establishes attempted kidnapping of a minor as a felony, punishable by up to 20 years in prison.
Said Representative Caldwell (D-Dist. 30, East Greenwich, West Greenwich), “This bill will ensure that attempted kidnapping of a child can be prosecuted as the grave offense that it is. The trauma that it inflicts upon victims is serious, and those perpetrating it should be held accountable for the harm they’ve caused.”
