General Assembly approves bill to change the way data is collected on students in out-of-district CTE programs
|
STATE HOUSE — The General Assembly today gave its approval to legislation introduced by Rep. Deborah A. Fellela and Sen. Andrew R. Dimitri that would accurately track data related to career and technical education programs.
The bill (2025-H 5292, 2025-S 0937) would require that the basic education program data collection information for students who attend career and technical education schools be considered part of the data of the receiving school district and not the sending school district.
“One of the best educational opportunities afforded to high school students is career and technical education,” said Representative Fellela (D-Dist. 43, Johnston). “Since these programs are only offered by a handful of school districts, it’s necessary for other school districts to send their students out of district. If those students return to their home districts with few credits and a low GPA, that data is used for accountability purposes in the home district rather than the district providing the career and technical education. This bill makes that data collection more equitable for the school districts who spend millions of dollars to send their students elsewhere for their education.”
“The performance data for students — whether they excel, fail or quit — should definitely reflect on the district that is doing the teaching, not the district where the student happens to live,” said Senator Dimitri (D-Dist. 25, Johnston). “This not only ensures greater district accountability, but it helps the state to accurately assess career and technical education, allowing these schools to tailor their programs for workforce development.”
The measure now moves to the governor’s office.
