6/10/2025 House approves Shanley bill that would establish electronic shift platforms for health care workers
STATE HOUSE — The House of Representatives today approved legislation introduced by Rep. Evan P. Shanley that would establish platforms for health care workers.

The Health Care Worker Platform Act (2025-H 6087A) would allow for healthcare worker platforms, which are systems or applications through which workers can accept one or more shifts to perform services at a healthcare facility.

“With staffing shortages plaguing the entire health care industry, this provides additional options for workers to book shifts directly with health care facilities,” said Representative Shanley (D-Dist. 24, Warwick, East Greenwich). “Empowering professionals such as CNAs, LPNs and RNs to quickly and efficiently find short-term engagements with the simple use of an app is a cost-efficient way to address worker shortages. It also helps the health care facilities by creating a pool of talent for them to access.”

Under the terms of the legislation, the Department of Health would be required to establish rules and regulations requiring the licensure of each healthcare worker platform that operates in the state by June 1, 2026.

The measure now moves to the Senate where similar legislation (2025-S 0898) has been introduced by Sen. Jacob Bissaillon (D-Dist. 1, Providence).
