House OKs Fellela bill that would name gun storage law ‘Dillon’s Law’

STATE HOUSE — The House of Representatives Thursday approved legislation (2025-H 5263) introduced by Rep. Deborah A. Fellela (D-Dist. 43, Johnston) that would rename Rhode Island’s gun storage law as “Dillon’s Law” in honor of Dillon Viens, a Johnston boy who was killed when a firearm was discharged in 2022.
Last year, the General Assembly passed the safe storage act (2024-H 7373A, 2024-S 2202aa) to require that all firearms, when not in use by the owner or another authorized user, be stored in a locked container or equipped with a tamper-resistant mechanical lock or other safety device properly engaged in order to render the firearm inoperable.
“Dillon passed away in February 2022 at the age of 16,” said Representative Fellela. “He was a resident of Johnston and attended Davies Career and Technical School when he passed away. He had the whole world ahead of him along with a promising career.”
Dillon’s mother, Rhonda Brewster, who testified in favor of the safe storage legislation last year, told the House Judiciary Committee, “Our family fought hard for this bill and we would love to honor Dillon’s memory by putting his name on this law.”
The measure now moves to the Senate for consideration.
