5/27/2025 MEDIA ADVISORY: Senate Finance Committee to meet three times this week to consider legislation and hear budget amendments, legislation
STATE HOUSE – The Senate Finance Committee will be meeting three times this week to hear testimony on budget amendments, and to consider and hear legislation.
           
The committee is chaired by Sen. Louis P. DiPalma (D-Dist. 12, Middletown, Little Compton, Newport, Tiverton).
           
Today, Tuesday, May 27, at 3 p.m. in Room 211, the committee will hear testimony on the following budget amendments:
The committee will also consider the following bills sponsored by Sen. Jacob E. Bissaillon (D-Dist. 1, Providence):
  • 2025-S 0678 grants municipalities the authority to impose a parking services sales tax on parking lots and parking structures that charge for parking services through an ordinance.
  • 2025-S 0940 amends sections of law relative to historic tax credits including increasing the maximum project credit and implementing requirements relative to following prevailing wage requirements.
  • 2025-S 1002 amends provisions related to the maximum project credit allowed under the Rebuild Rhode Island tax credit for certain qualified development projects.
The committee will also hear testimony on the following bills:
  • 2025-S 1041, sponsored by Sen. Samuel D. Zurier (D-Dist. 3, Providence), permits the City of Providence a one-year levy cap for fiscal year 2026 not to exceed eight percent.
  • 2025-S 1044, sponsored by Sen. Dawn Euer (D-Dist. 13, Newport, Jamestown), grants an exemption from the four percent property tax levy cap to the Town of Jamestown.
  • 2025-S 1095, sponsored by Chairman DiPalma, permits the Town of Little Compton a one-year levy cap for fiscal year 2026 not to exceed twelve percent.
Also, today, Tuesday, May 27, at the Rise of the Senate (approximately 5 p.m.) in Room 211, the committee will hear testimony on several bills.  Among the legislation scheduled to be heard are the following bills:
  • 2025-S 1001, sponsored by Chairman DiPalma, prohibits state agencies from entering into software contracts that limit the agency's ability to install or run the software on their hardware.
  • 2025-S 0250, sponsored by Sen. V. Susan Sosnowski (D-Dist. 37, South Kingstown), mandates public schools (K-12) have one full-time certified social worker for every 250 students and allocates $2 million in the Fiscal Year 2025 budget for school districts and municipalities to hire additional social workers.
  • 2025-S 0333, sponsored by Sen. Victoria Gu (D-Dist. 38, Charlestown, Westerly, South Kingstown), requires Executive Office of Health and Human Services to establish a one-year pilot program for nutritional assistance and medically tailored meals, groceries and produce for people with diet-related diseases or food insecurity, and other interventions where there is a clinical need.
  • 2025-S 0654, sponsored by Sen. Hanna M. Gallo (D-Dist. 27, Cranston, West Warwick), establishes a pilot program for a virtual reality learning platform to improve math skills for grades six through 12 STEM education.
On Thursday, May 29, at the Rise of the Senate (approximately 5 p.m.) in Room 211, the committee will hear testimony on several bills.  Among the legislation scheduled to be heard are the following bills:
  • 2025-S 0187, sponsored by Sen. David P. Tikoian (D-Dist. 22, Smithfield, North Providence, Lincoln), increases the net taxable estate exemption to $4 million for deaths that occur on or after January 1, 2026.
  • 2025-S 0329, sponsored by Sen. Melissa Murray (D-Dist. 24, Woonsocket, North Smithfield), creates an additional tax rate of 3% on taxable income over $625,000 in 2025 dollars. Applies to tax years 2026 and thereafter and not retroactively.
  • 2025-S 0416, sponsored by Sen. Thomas J. Paolino (R-Dist. 17, Lincoln, North Providence, Smithfield), phases out the local meals and beverage tax by January 1, 2029.
  • 2025-S 0438, sponsored by Sen. Leonidas P. Raptakis (D-Dist. 33, Coventry, West Greenwich), provides a full property tax exemption for a veteran's real property used as the veteran's primary residence.
