Media Advisory: Municipal Government and Housing to hear bills concerning emergency shelters and housing
|
STATE HOUSE — The House Committee on Municipal Government and Housing will meet Tuesday to hear a bill from House Speaker K. Joseph Shekarchi to enable municipalities to allow for temporary emergency housing structures for people experiencing homelessness, addressing the zoning issues that have delayed projects like the Echo Village pallet shelters, along with other bills related to emergency shelters.
The committee is scheduled to meet Tuesday, Feb. 4, at the rise of the House, sometime after 4:30 p.m. in Room 101 on the first floor of the State House. The committee is scheduled to hear several bills, including:

2025-H 5100 — This legislation introduced by Speaker Shekarchi (D-Dist. 23, Warwick) would amend the state building code to enable cities and towns to allow for temporary emergency housing structures for people experiencing homelessness during severe weather or other disasters. Speaker Shekarchi is scheduled to offer testimony.

2025-H 5101 — This legislation introduced by Rep. John J. Lombardi (D-Dist. 8, Providence) would establish rules and procedures licensing homeless shelters, including minimum facility standards and prohibiting fees from being charged to residents.

2025-H 5102 — Also introduced by Representative Lombardi, this legislation would establish a committee to make recommendations regarding the state’s operation of homeless shelters to the Rhode Island Housing Resources Commission.
The committee will also hear several bills related to individual municipalities.
