4/29/2024 MEDIA ADVISORY: House Finance Committee meets three times this week to hear a variety of bills
STATE HOUSE – The House Finance Committee will meet three times this week to hear testimony on a variety of legislation.

On Tuesday, April 30 at the RISE of the House (approximately 4:45 p.m.) in Room 35 of the State House the committee will meet to hear testimony on several bills.

Among the legislation scheduled to be heard are the following bills:
  • 2024-H 7206, sponsored by Rep. Megan L. Cotter (D-Dist. 39, Exeter, Richmond, Hopkinton), ensures that transportation categorical funds between the state and regional school districts would be fully funded.
  • 2024-H 7251, sponsored by Rep. Susan R. Donovan (D-Dist. 69, Bristol, Portsmouth), directs the Departments of Human Services and Education to work together to sustain and strengthen existing workforce development and compensation programs for educators working in licensed child care and early learning programs statewide.
  • 2024-H 7497, sponsored by Rep. Joseph M. McNamara (D-Dist. 19, Warwick, Cranston), establishes guidelines for the continued implementation and expansion of high-quality public prekindergarten education programs in the state.
  • 2024-H 7914, sponsored by House Minority Leader Michael W. Chippendale (R-Dist. 40, Foster, Glocester, Coventry), establishes the Failing School Choice Act and permits students at failing schools to enroll in any public school and also establishes the Rhode Island education revitalization fund to provide funding to the school choice program.
On Wednesday, May 1 at 4 p.m. in Room 35, the committee will meet to hear testimony on several pieces of legislation

Among the legislation scheduled to be heard are the following bills:
  • 2024-H 7273, sponsored by Rep. Julie A. Casimiro (D-Dist. 31, North Kingstown, Exeter), requires insurance coverage for all services provided by a pharmacist, provided coverage of such services would have been covered if provided by a physician, advanced practice nurse, or physician assistant.
  • 2024-H 7333, sponsored by Rep. Karen Alzate (D-Dist. 60, Pawtucket, Central Falls), expands eligibility for the qualified Medicare beneficiary program by increasing the income limit from 100% to 138% of the federal poverty line.
  • 2024-H 7493, sponsored by Rep. Scott A. Slater (D-Dist. 10, Providence), increases the daily rate of payments to nursing facilities by 20% for single occupancy rooms to include private bathrooms.
  • 2024-H 7897, sponsored by Rep. Stephen M. Casey (D-Dist. 50, Woonsocket), defines step therapy and prohibits certain groups and agreements from requiring prior authorization or a step therapy protocol when prescribing certain medications.
On Thursday, May 2 at the RISE of the House in Room 35, the committee will hear testimony on several bills.

Among the legislation scheduled to be heard are the following bills:
  • 2024-H 7125, sponsored by Rep. Jason Knight (D-Dist. 67, Barrington, Warren), eliminates the requirement of paying reinstatement fees to restore a person's right to drive.
  • 2024-H 7256, sponsored by Rep. Jacquelyn Baginski (D-Dist. 17, Cranston), exempts machinery and equipment used to provide broadband communications service the from the sales and use tax.
  • 2024-H 7338, sponsored by Representative Alzate, creates an additional Rhode Island personal income surtax of 3% on taxable income over $1 million with the existing three-bracket personal income tax structure remaining in place.
  • 2024-H 7339, sponsored by Rep. John G. Edwards (D-Dist. 70, Tiverton), eliminates the sunset provision for the motion picture production tax credit.
The meetings will be televised by Capitol Television, which can be seen on Cox channel 61, on i3Broadband channel 15 and on Verizon channel 34. It will be live streamed at capitoltvri.cablecast.tv
