4/9/2024 Rep. O’Brien’s bill to address teacher shortages passes House
STATE HOUSE – The House of Representatives today approved legislation introduced by Rep. William W. O’Brien that would address teacher shortages in Rhode Island.

“Part of the teacher shortage problem in our state is that we cannot get enough new qualified teachers to enter the profession.  This bill will allow individuals who are still in the process of securing their teaching certifications to begin teaching, helping fill in the significant gap of teachers that are needed in Rhode Island.  Without this bill, some school districts would have a difficult time operating at the level that our kids deserve,” said Representative O’Brien (D-Dist. 54, North Providence).
           
The bill (2024-H 7725A) would allow the Rhode Island Council on Elementary and Secondary Education, upon application, to issue an emergency preliminary certificate to persons without examination for a period of one school year. This emergency preliminary certificate may be renewed annually, for four additional school years, resulting in a total time of five school years that a person may receive an emergency preliminary certificate.
           
The legislation now heads to the Senate, where Sen. Jacob Bissaillon (D-Dist. 1, Providence) has introduced the legislation (2024-S 2846).
