4/8/2024 MEDIA ADVISORY: House Judiciary Committee meets twice this week for votes and testimony
STATE HOUSE – The House Judiciary Committee will meet twice this week to vote on two bills and to hear testimony on a variety of legislation.
           
On Tuesday, April 9 at 3:45 p.m. in Room 101 of the State House, the committee will vote on the following bills:
  • 2024-7747A, sponsored by Rep. Justine A. Caldwell (D-Dist. 30, East Greenwich, West Greenwich), allows victims of violent crime receiving awards under the state's Crime Victim Compensation Program to use up to $1,000 of their total award to make reasonable modification to their residence to ensure their future safety.
  • 2024-H 7630, sponsored by Rep. Patricia A. Serpa (D-Dist. 27, West Warwick, Coventry), provides for a single, increased range of penalties for all driving offenses which result in serious bodily injury or death.
On Thursday, April 11 at the RISE of the House (approximately 4:45 p.m.) in the House Lounge, the committee will hear testimony on several bills.
           
Among the legislation scheduled to be heard are the following bills:
  • 2024-H 7048, sponsored by Rep. Cheri L. Cruz (D-Dist. 58, Pawtucket), requires the sentencing court to consider whether defendant is parent of child, or caregiver of elderly, disabled or terminally ill person whose well-being would be adversely affected by the person's incarceration and if so, shall impose a non-jail sentence.
  • 2024-H 7102, sponsored by Rep. Julie A. Casimiro (D-Dist. 31, North Kingstown, Exeter), establishes the Second Look Act and would permit incarcerated individuals to petition the sentencing court to consider a motion to reduce a sentence after the defendant has served at least 10 years of the sentence.
  • 2024-H 7161, sponsored by Rep. John J. Lombardi (D-Dist. 8, Providence), establishes the Rhode Island First Step Program requiring the Department of Corrections to assist offenders with reintegration into society, counseling, medical care, education, early sentence termination or pre-release confinement for elderly and terminally ill offenders.
  • 2024-H 7637, sponsored by Rep. Leonela Felix (D-Dist. 61, Pawtucket), establishes the Restrictive Housing Oversight Committee for the purpose of monitoring the use of restrictive housing (solitary confinement), as well as disciplinary and administrative confinement at the Department of Corrections.
  • 2024-H 7956, sponsored by Rep. Jose F. Batista (D-Dist. 12, Providence), requires the court to set reasonable bail for all those individuals who appear before it as probation violators and establish a presumption of personal recognizance unless the new alleged offense is a crime of violence as defined in the act.
