4/1/2024 Media Advisory: Senate Judiciary Committee to meet twice to hear bills on criminal justice
STATE HOUSE – The Senate Judiciary Committee will meet Tuesday to hear bills related to the expungement of felony convictions, the reduction of sentences and the statute of limitations. It will also meet Thursday to hear bills related to compensation for victims of sexual assault, the fines for women offenders and animal cruelty.

The committee is scheduled to meet Tuesday, April 2, at the rise of the Senate sometime after 4:30 p.m. in Room 313 on the third floor of the State House to hear 14 bills, including:
  • 2024-S 2677 — This bill introduced by Sen. Ana B. Quezada (D-Dist. 2, Providence) would allow for the expungement of multiple felony convictions for non-violent felonies 10 years after their sentence is completed.
  • 2024-S 2648 — This bill introduced by Sen. Alana M. DiMario (D-Dist. 36, Narragansett, North Kingstown, New Shoreham) would remove the statute of limitations for all sexual abuse or exploitation of a child causes of action.
  • 2024-S 2684 — The Second Look Sentencing Act introduced by Sen. Meghan E. Kallman (D-Dist. 15, Pawtucket, Providence) would permit incarcerated individuals to petition the sentencing court to consider a motion to reduce a sentence after the defendant has served at least 10 years of the sentence.
Written testimony must be submitted to the committee clerk at senatejudiciary@rilegislature.gov prior to 3 p.m. on Tuesday, April 2, in order for it to be provided to the members of the committee at the hearing and to be included in the meeting records. Sign-up sheets for in-person testimony will be available in the hearing room.

The committee is also scheduled to meet Thursday, April 4, at the rise of the Senate sometime after 4:30 p.m. in Room 313 on the third floor of the State House to hear 14 bills, including:
  • 2024-S 2767 — This bill introduced by Sen. Pamela J. Lauria (D-Dist. 32, Barrington, Bristol, East Providence) would allow victims of sexual assault to submit a medical forensic exam performed by a licensed health care provider in lieu of a police report in order to establish eligibility for funds under the State Crime Victim Compensation Program.
  • 2024-S 2225 — This bill introduced by Sen. Melissa A. Murray (D-Dist. 24, Woonsocket, North Smithfield) would repeal provisions that assess additional fines for women offenders in the community corrections and repeals the crime of loitering for prostitution.
  • 2024-S 2655 — This bill introduced by Senate President Dominick J. Ruggerio (D-Dist. 4, North Providence, Providence) would classify animal cruelty offenses committed by a family or household member as domestic violence crimes.
Written testimony must be submitted prior to 3 p.m. on Thursday, April 4, in order for it to be provided to the members of the committee at the hearing and to be included in the meeting records. Sign-up sheets for in-person testimony will be available in the hearing room.
