3/25/2024 MEDIA ADVISORY: Senate Finance meets twice this week to hear department budgets, budget articles and legislation
STATE HOUSE – The Senate Finance Committee will meet twice this week to hear testimony on a department budgets, budget articles and several pieces of legislation.
           
The committee is chaired by Sen. Louis P. DiPalma (D-Dist. 12, Middletown, Little Compton, Newport, Tiverton).

On Tuesday, March 26 at the 4 p.m. in Room 211 of the State House, the committee will hear Article 3, Section 28 from the FY 25 budget.  The budget article relates to DCYF higher education grants.

The committee will also hear testimony on the FY 24 Supplemental and FY 25 budgets for the following departments:
  • Department of Children, Youth and Families
  • Office of the Child Advocate
  • Governor’s Commission on Disabilities
On Thursday, March 28 at the RISE of the Senate (approximately 4:45 p.m.) in Room 211 of the State House, the committee will hear testimony on the following budget articles from the FY 25 budget:
  • Article 4 – Relating to Debt Management Act Joint Resolutions
  • Article 5 – Relating to the University of Rhode Island Biomedical Sciences Building
The committee will also hear testimony on the FY 24 Supplemental and FY 25 budgets for the following departments:
  • Office of Postsecondary Commissioner
  • University of Rhode Island
  • Rhode Island College
  • Community College of Rhode Island
Among the testimony being heard are the following bills:
  • 2024-S 2551, sponsored by Sen. Victoria Gu (D-Dist. 38, Charlestown, Westerly, South Kingstown), extends the time for which a student may enroll in order to qualify for the Promise Scholarship or the Hope Scholarship up to one year after high school graduation.
  • 2024-S 2559, sponsored by Sen. Sandra Cano (D-Dist. 8, Pawtucket), changes the name of The College Crusade Scholarship to the Onward We Learn Scholarship and provides that those scholarships would not be considered federal or financial aid with regard to the Promise Scholarship or Hope Scholarship Pilot Program.
  • 2024-S 2564, sponsored by Sen. Tiara Mack (D-Dist. 6, Providence), provides a tax upon the endowment of a private institution of higher education equal to two percent upon each dollar over $1 billion.
  • 2024-S 2591, sponsored by Sen. Alana M. DiMario (D-Dist. 36, Narragansett, North Kingstown, New Shoreham), creates a program within the Rhode Island Student Loan Authority which would allow eligible individuals to discharge student loan debt.
