3/25/2024 Media Advisory: Senate Judiciary Committee to meet twice to hear bills on courts, public records, law enforcement
STATE HOUSE – The Senate Judiciary Committee will meet Tuesday to hear 15 bills related to court procedures, children and families in the legal system and jury and grand jury procedures. It will also meet Thursday to hear 22 bills related to access to public records, open meetings and law enforcement.

The committee is scheduled to meet Tuesday, March 26, at 4 p.m. in Room 313 on the third floor of the State House to hear 15 bills, including:
  • 2024-S 2226 — This bill, introduced by Senate President Dominick J. Ruggerio (D-Dist. 4, North Providence, Providence), would allow family court magistrates to hear contested divorce cases.
  • 2024-S 2116 — This bill, introduced by Sen. Meghan E. Kallman (D-Dist. 15, Pawtucket, Providence), would prohibit the questioning of a juvenile who is suspected of delinquent or criminal behavior, unless a parent, guardian or attorney of the juvenile is present, or unless the juvenile and their parents have waived their presence.
  • 2024-S 2457 — This bill, introduced by Senate Judiciary Committee Chairwoman Dawn Euer (D-Dist. 13, Newport, Jamestown), would establish concurrent jurisdiction between the Rhode Island Family Court and the Federal Government for minors who are alleged to have committed a crime while residing on a military base located in Rhode Island.
Written testimony must be submitted to the committee clerk at senatejudiciary@rilegislature.gov prior to 3 p.m. on Tuesday, March 26, in order for it to be provided to the members of the committee at the hearing and to be included in the meeting records. Sign-up sheets for in-person testimony will be available in the hearing room.

The committee is also scheduled to meet Thursday, March 28, at the rise of the Senate sometime after 4:30 p.m. in Room 313 on the third floor of the State House to hear 22 bills, including:
  • 2024-S 2256 — This bill, introduced by Sen. Louis P. DiPalma (D-Dist. 12, Middletown, Little Compton, Newport, Tiverton), would make clarifications to the access to public records act, increase the sanctions for violations of the law and make certain types of traffic accident data, police incident reports, body camera footage and arrest logs public.
  • 2024-S 2435 — This bill, introduced by Sen. Jacob Bissaillon (D-Dist. 1, Providence), would prohibit police and peace officers from employing threats, physical harm, deprivation, deception, coercion, or psychologically manipulative interrogation tactics during the custodial interrogation of a juvenile.
  • 2024-S 2684 — This bill, introduced by Senate Minority Leader Jessica de la Cruz (R-Dist. 23, North Smithfield, Burrillville, Glocester), would require law enforcement to obtain search warrants for the electronic information, data, location information of subscribers and customers of electronic communications and telecommunications services.
Written testimony must be submitted prior to 3 p.m. on Thursday, March 28, in order for it to be provided to the members of the committee at the hearing and to be included in the meeting records. Sign-up sheets for in-person testimony will be available in the hearing room.
