3/18/2024 MEDIA ADVISORY: House Judiciary Committee meets on Thursday for one vote and bill testimony
STATE HOUSE – The House Judiciary Committee will be meeting on Thursday, March 21 at the RISE of the House (approximately 4:45 p.m.) in the House Lounge of the State House to vote on one bill and to hear testimony on several others.
           
The committee will consider legislation (2024-H 7568) sponsored by Rep. Thomas E. Noret (D-Dist. 25, Coventry, West Warwick) that provides additional exception to the prohibition on usage of wireless communication devices while driving and clarifies that use for the purpose of navigation must be while the device is mounted or otherwise affixed to a vehicle and not held in the motorist's hand.
           
Among the testimony being heard are the following bills:
  • 2024-H 7315, sponsored by Rep. Jose F. Batista (D-Dist. 12, Providence), makes the possession of small amounts of schedule I through V controlled substances, except for the possession of marijuana, civil violations punishable by a $100 fine for a first offense and up to $300 for subsequent offenses.
  • 2024-H 7575, sponsored by Rep. David Morales (D-Dist. 7, Providence), establishes, as an affirmative defense to the crimes of circulating obscene publications or shows and selling or exhibiting obscene publications to minors, the person's employment status as an employee of a school, museum, or library.
  • 2024-H 7633, sponsored by Rep. Patricia A. Serpa (D-Dist. 27, West Warwick, Coventry), provides that two or more individuals associated to accomplish an act or acts which constitute shoplifting, could be deemed "racketeer influenced and corrupt organizations."
  • 2024-H 7833, sponsored by Rep. Brianna E. Henries (D-Dist. 64, East Providence, Pawtucket), establishes criteria for the criminal offense of sexual assault when the victim is in the custody of a peace officer and also provides that a person convicted of custodial sexual assault would face imprisonment for not more than three years.
  • 2024-H 7972, sponsored by Rep. Kathleen A. Fogarty (D-Dist. 35, South Kingstown), expands the crime of false reporting to include shootings or other dangerous events.
