3/11/2024 Media Advisory: Senate Health and Human Services Committee to hear bills on Medicare, Medicaid and licensing compacts
STATE HOUSE – The Senate Health and Human Services Committee is scheduled to meet tomorrow for hearings on bills concerning Medicare and Medicaid, and on Thursday for hearings on bills concerning interstate licensing compacts for medical professionals.

Tomorrow, Tuesday, March 12, at 4 p.m. in the Senate Lounge on the second floor of the State House, the committee is scheduled to meet and vote on:
  • 2024-S 2073 — Sponsored by Senate Health and Human Services Committee Chairman Joshua Miller (D-Dist. 28, Cranston, Providence), this bill would provide a special enrollment period for applicants for Medicare Part B and prohibit state insurance carriers from denying of imposing conditions on new enrollees or discriminate on price based upon health status, claims experience or preexisting conditions.
  • 2024-S 2399 — Sponsored by Sen. Sandra Cano (D-Dist. 8, Pawtucket), this bill would expand eligibility for the qualified Medicare beneficiary program by increasing the income limit from 100% to 138% of the federal poverty line.
  • 2024-S 2726 — This bill sponsored by Sen. Jacob Bissaillon (D-Dist. 1, Providence) would prohibit insurance companies from paying providers rates that are less than the approved Medicaid rate set by the Executive Office of Health and Human Services.
On Thursday, March 14, at the rise of the Senate session (sometime after 4:30 p.m.) in the Senate Lounge on the second floor of the State House, the committee will meet to hold hearings on several bills concerning interstate compacts for licensing of health professionals. These bills are part of the Rhode Island HEALTH Initiative package of bills announced by Senate  leaders last week, and they include:
  •  2024-S 2181 — This bill sponsored by Sen. Bridget Valverde (D-Dist. 35, North Kingstown, East Greenwich, South Kingstown) would make permanent the Interstate Medical Licensure Compact, which is currently set to sunset July 1, 2025.
  • 2024-S 2183 — Sponsored by Sen. Matthew L. LaMountain (D-Dist. 31, Warwick, Cranston), this bill would adopt a counseling compact for the interstate practice of licensed professional counselors.
  • 2024-S 2184 — This bill sponsored by Sen. Alana M. DiMario (D-Dist. 36, Narragansett, North Kingstown, New Shoreham) would adopt model legislation facilitating the interstate practice of regulated social workers.
Both meetings will be televised on Capitol Television, which can be seen on Cox channel 61, on i3Broadband channel 15 and on Verizon channel 34. They will be live streamed at capitoltvri.cablecast.tv.

Testimony will be accepted in person or in writing. Written testimony must be submitted prior to 3 p.m. the day of the applicable meeting in order for it to be provided to the members of the committee at the hearing and to be included in the meeting records.
