3/11/2024 Rep. Craven introduces two bills to spur home production
Bills are part of Speaker Shekarchi’s 2024 legislative package addressing the housing crisis in Rhode Island
 
STATE HOUSE – Rep. Robert E. Craven, chairman of the House Judiciary Committee, has introduced two bills that would spur more home construction within the state.  The bills are part of House Speaker K. Joseph Shekarchi’s (D-Dist. 23, Warwick) 15-bill package of legislation to address Rhode Island’s housing crisis.   
           
“Our state’s housing crisis has reached an unsustainable level that is creating significant levels of stress, fear and anxiety for our residents.  This problem has been many years in the making and we will not be able to fix it overnight.  However, these two bills will go a long way in addressing the complex and time-consuming levels of red tape that often hinder the much-needed construction of homes for our residents,” said Representative Craven (D-Dist. 32, North Kingstown).
           
The first bill (2024-H 7949) would make amendments and clarifications to various provisions relative to subdivision of land review, review stages, special provisions related to development, and the procedures for approvals from various permitting authorities. It is based upon feedback from municipalities and the RI American Planners Association.
           
The second bill (2024-H 7951) would clarify the circumstances under which a municipality can limit accepting and hearing development applications and limit building permits, and specifies the timeframes in which those limitations can be in place.
           
Both pieces of legislation have been referred to the House Judiciary Committee.
