3/4/2024 Media Advisory:Senate Health and Human Services Committee to vote on HIV prevention bill, hold hearing on BHDDH appointee
STATE HOUSE – The Senate Health and Human Services Committee is scheduled to meet tomorrow to vote on legislation prohibiting several insurance barriers for patients to get HIV prevention prescription drugs. On Thursday, the committee will hold a hearing on the nomination of Richard H. Leclerc as the Director of Behavioral Healthcare, Developmental Disabilities and Hospitals. The committee will also hear numerous bills on both days.

Tomorrow, Tuesday, March 5, at 5 p.m. in the Senate Lounge on the second floor of the State House, the committee is scheduled to meet and vote on:
  • 2024-S 2255 — Sponsored by Sen. Melissa A. Murray (D-Dist. 24, Woonsocket, North Smithfield), this bill would eliminate prior authorization or step therapy requirement for prescriptions for any HIV prevention drug, and prohibit the requirement of any copayment or the meeting of any deductible to obtain the prescription covered by the contract, plan or policy.
The committee is scheduled to hold hearings on several bills concerning prescription drugs, including:
  • 2024-S 2088 — Sponsored by Sen. Louis P. DiPalma (D-Dist. 12, Middletown, Little Compton, Newport, Tiverton), this bill would in effect cap prescription costs for the 250 most costly prescription drugs at the level paid for them in Canada.
  • 2024-S 2385 — This bill sponsored by Sen. Linda L. Ujifusa (D-Dist. 11, Portsmouth,
    Bristol) would regulate pharmacy benefit managers’ policies and practices through rules and regulations relating to accurate costs and pricing reporting and restricting discriminatory practices.
On Thursday, March 7, at the rise of the Senate session (sometime after 4:30 p.m.) in the Senate Lounge on the second floor of the State House, the committee will meet to hold a hearing on the nomination of Richard H. Leclerc as the Director of Behavioral Healthcare, Developmental Disabilities and Hospitals. It will also hold hearings on several bills, including:
  • 2024-S 2015 — This bill sponsored by Senator DiPalma would mandate that all recovery housing facilities register with Department of Behavioral Healthcare, Developmental Disabilities and Hospitals and adhere to the National Alliance for Recovery Residences process.
  • 2024-S 2074 — Sponsored by Health and Human Services Committee Chairman Joshua Miller (D-Dist. 28, Cranston, Providence), the “Embryo Safety and Storage Act of 2024” would require the Department of Health to regulate and license embryo storage facilities.
The meeting will be televised on Capitol Television, which can be seen on Cox channel 61, on i3Broadband channel 15 and on Verizon channel 34. It will be live streamed at capitoltvri.cablecast.tv.
