3/4/2024 Media Advisory: Senate Judiciary Committee to meet Tuesday and Thursday
STATE HOUSE – The Senate Judiciary Committee will meet Tuesday to hear a bill allowing terminally ill patient to end their life using medications prescribed by a physician, along with four other bills related to medicine and will meet Thursday to hear a bill shielding health care providers from out-of-state lawsuits for care provided in Rhode Island, along with 14 bills related to state elections.

The committee is scheduled to meet on Tuesday, March 5, at 5 p.m. in Room 313 on the third floor of the State House to hear five bills, including:
  • 2024-S 2093 — The Lila Manfield Sapinsley Compassionate Care Act, introduced by Sen. Meghan E. Kallman (D-Dist. 15, Pawtucket, Providence), would allow a terminally ill patient to choose to end their life using medications prescribed by a physician.
  • 2024-S 2263 — This bill, introduced by Senate Judiciary Chairwoman Dawn Euer (D-Dist. 13, Newport, Jamestown), would allow for electronic monitoring of residents’ rooms in nursing homes and assisted living facilities, provided all residents in the room consent in writing. The consent can be withdrawn at any time, and a variety of safeguards exist for protect resident privacy.
  • 2024-S 2229 — This bill, introduced by Sen. Pamela J. Lauria (D-Dist. 32, Barrington, Bristol, East Providence), would stipulate that statements made by a health care provider regarding an unanticipated outcome of a patient’s medical care or treatment, such as an expression of sympathy or an apology, would be inadmissible as an admission of liability or fault in any claim or action taken against the provider.
The committee will also provide advice and consent on the appointment of Virginia Sarra Hesse to the Fort Adams Foundation for a term expiring January 31, 2026.

Written testimony must be submitted to the committee clerk at senatejudiciary@rilegislature.gov prior to 4 p.m. on Tuesday, March 5, in order for it to be provided to the members of the committee at the hearing and to be included in the meeting records. Sign-up sheets for in-person testimony will be available in the hearing room.

The committee is scheduled to meet on Thursday, March 7, at the rise of the Senate sometime after 4:30 p.m. in Room 313 on the third floor of the State House to hear 15 bills, including:
  • 2024-S 2262 — This bill, introduced by Chairwoman Euer, would protect Rhode Island health care providers from out-of-state lawsuits and criminal charges based on the transgender and reproductive health care services they provide in Rhode Island.
  • 2024-S 2425 — This bill, introduced by Senate Majority Whip Valerie J. Lawson (D-Dist. 14, East Providence), would institute ranked choice voting for presidential primaries in Rhode Island.
  • 2024-S 2418 — This bill, introduced at the request of the Secretary of State’s office by Sen. Leonidas P. Raptakis (D-Dist. 33, Coventry, West Greenwich), would allow non-affiliated party voters to vote in party primaries, without becoming an affiliated with that party.
  • 2024-S 2443 — This resolution, introduced by Sen. Samuel D. Zurier (D-Dist. 3, Providence), would create a ballot measure to go before the voters that would amend the state constitution to allow non-plurality voting systems, such as ranked choice voting, to be used in Rhode Island.
Written testimony must be submitted prior to 3 p.m. on Thursday, March 7, in order for it to be provided to the members of the committee at the hearing and to be included in the meeting records. Sign-up sheets for in-person testimony will be available in the hearing room.
