2/7/2024 Rep. O’Brien supports AARP legislative package
STATE HOUSE – Rep. William W. O’Brien (D-Dist. 54, North Providence) is announcing his full support of the American Association of Retired Persons (AARP) Rhode Island 2024 legislative priority list.
           
“AARP RI has always been an incredible organization for our state’s seniors and I fully support its 2024 legislative package.  As a member of the House Finance Committee, I will be advocating to pass these important bills which will significantly help our state’s seniors and retirees,” said Representative O’Brien.
           
AARP RI is focusing on passing the following initiatives:
  • Eliminating the state tax on Social Security – Rhode Island is one of only nine states that still taxes Social Security benefits.
  • Secure Choice – Over 172,000 Rhode Islanders do not have access to a retirement savings program through their employers.  The Secure Choice program would provide an easy and accessible way to save for retirement for private sector workers that don’t have access to such programs through work.
  • Accessory Dwelling Units – Accessory Dwelling Units allow older Rhode Islanders to age in place, surrounded by family and friends.  New legislation is needed to clarify existing laws and ramp up production of ADUs.
  • Temporary Caregiver Insurance (TCI) – Once a model for other states, the Rhode Island paid family leave program, TCI, has not been expanded in 10 years.  There are an estimated 121,000 unpaid family caregivers in Rhode Island and there is a need to expand the number of available weeks to 12 from six, to expand the definition of family, and to increase the wage replacement so that TCI works for all Rhode Islanders.
Representative O’Brien has also introduced a bill which will grant senior citizens significant tax relief on pension and annuity income.  The legislation (2024-H 7485) would allow a modification for all taxable pension and/or annuity income includible in federal adjusted gross income for tax years beginning on or after January 1, 2025.

Representative O’Brien notes that his bill would put Rhode Island in line with many other states that do not tax retirement income.
