5/22/2023 MEDIA ADVISORY: Senate Finance Committee meets twice this week to hear department budgets, articles, and legislation
STATE HOUSE — The Senate Finance Committee will meet twice this week to hear testimony on department budgets, budget articles and legislation and for several votes.

The committee is chaired by Sen. Louis P. DiPalma (D-Dist. 12, Middletown, Little Compton, Newport, Tiverton).

On Tuesday, May 23 at the RISE of the Senate (approximately 5 p.m.) in Room 211 of the State House, the committee will hear testimony on the FY 2023 supplemental and FY 2024 budgets for the Lieutenant Governor, the Secretary of State and the General Treasurer.

Among the legislation scheduled to be considered are the following bills:
  • 2023-S 0249, sponsored by Sen. Dawn Euer (D-Dist. 13, Newport, Jamestown), provides that projects previously approved for historic tax credits funded through the cultural arts and the economy grant program would continue to qualify for tax credits until June 30, 2026.
  • 2023-S 0928, sponsored by Sen. Melissa A. Murray (D-Dist. 24, Woonsocket, North Smithfield), creates a tax exemption of $100,000 relating to assessment of municipal tangible property commencing with the December 31, 2024 tax assessment for taxes payable in calendar year 2025.
Among the legislation being heard are the following bills:
  • 2023-S 0999, sponsored by Sen. Sandra Cano (D-Dist. 8, Pawtucket), authorizes the appropriation of the sum of $5,000,000 to Commerce Rhode Island for funding of local visitor centers.
  • 2023-S 1029, sponsored by Sen. Walter S. Felag (D-Dist. 10, Warren, Bristol, Tiverton), authorizes the appropriation of the sum of $15,200,000 to cities and towns to purchase firefighter and rescue personnel protective gear which is PFAS free.
On Thursday, May 25 at the RISE of the Senate (approximately 5 p.m.) in Room 211 of the State House, the committee will hear testimony on the FY 2023 supplemental and FY 2024 budgets for the Department of Environmental Management and the Coastal resources Management Council.  It will also hear testimony on Article 3, Sections 10 and 11, which relates to the RI Underground Storage Tank Fund

The committee will also consider legislation (2023-S 0226) sponsored by Sen. V. Susan Sosnowski (D-Dist. 37, West Kingstown), which defines a fire fighter as a member of a fire department or a city, town, or fire district emergency services unit for the purposes of cancer benefits for firefighters.

Among the legislation being heard are the following bills:
  • 2023-S 0773, sponsored by Senate President Dominick J. Ruggerio (D-Dist. 4, North Providence, Providence), requires that procurement of certain services by quasi-public corporations be approved by the board of directors or a competitive bidding process.
  • 2023-S 0988, sponsored by Sen. Frank Lombardo (D-Dist. 25, Johnston), requires electric vehicle parking spaces in new and expanded parking lots.
  • 2023S 0537, sponsored by Majority Leader Ryan W. Pearson (D-Dist. 19, Cumberland, Lincoln), directs the Department of Education to develop and adopt regulations for energy capable school buildings.
  • 2023-S 0859, sponsored by Sen. Tiara Mack (D-Dist. 6, Providence), allows the host city or town to impose a 2 percent tax on the endowment of a private institution of higher education, to be used only for the host's public-school district.
