5/15/2023 MEDIA ADVISORY: Senate Finance Committee meets three times this week to hear department budgets, articles, amendments and legislation
STATE HOUSE — The Senate Finance Committee will meet three times this week to hear testimony on department budgets, budget articles and amendments, and legislation.

The committee is chaired by Sen. Louis P. DiPalma (D-Dist. 12, Middletown, Little Compton, Newport, Tiverton).

On Tuesday, May 16 at the RISE of the Senate (approximately 5 p.m.) in Room 211 of the State House, the committee will hear testimony on the FY 2023 supplemental and FY 2024 budgets for the Department of Housing.

The committee will also hear the following budget amendments:
The committee will also consider legislation (2023-S 0904) sponsored by Chairman DiPalma which would enable the governor to determine the salary of the director of the Department of Children, Youth and Families for the year 2023.

Among the legislation being heard are the following bills:
  • 2023-S 0273, sponsored by Sen. Samuel W. Bell (D-Dist. 5, Providence), establishes a compact agreement among at least two states to prohibit the use of subsidies to selectively retain industry or to entice company relocation from one state to another state or to open a new facility.
  • 2023-S 0265, sponsored by Sen. Gordon E. Rogers (R-Dist. 21, Foster, Coventry, Scituate, West Greenwich), mandates that any surplus state tax revenue received in any fiscal year would be refunded to the taxpayers of this state on a proportional basis in relation to the personal income tax liability incurred by the taxpayers in that fiscal year.
  • 2023-S 0507, sponsored by Chairman DiPalma, removes the requirements that all contributions be forwarded to the general treasurer to be deposited in a restricted account and distributed as prescribed in this chapter.
On Thursday, May 18 at 3 p.m. in Room 211 of the State House, the committee will hear testimony on the FY 2023 supplemental and FY 2024 budgets for the Department of Labor and Training.  The committee will also hear testimony on Article 1, Section 6 of the FY 2023 supplemental budget, which relates to the Workers’ Compensation Administration Fund.

Also, on Thursday, May 18 at the RISE of the Senate (approximately 5 p.m.) in Room 211 of the State House, the committee will hear testimony on the FY 2023 supplemental and FY 2024 budgets for the Department of Revenue.  It will also hear testimony on Article 11, Section 5, which relates to the Department of Revenue lease at 200 Diamond Hill Road, Woonsocket.

Among the legislation being heard are the following bills:
  • 2023-S 0968, sponsored by Sen. Jonathon Acosta (D-Dist. 16, Central Falls, Pawtucket), allows cannabis establishments to claim any deduction to income that would be allowable under the laws of the United States.
  • 2023-S 0224, sponsored by Sen. Alana M. DiMario (D-Dist. 36, Narragansett, North Kingstown, New Shoreham), establishes the Rhode Island Student Loan Repayment Program wherein eligible individuals may apply to have their student loans, or a portion thereof, paid by the state directly to the individual's lending agency.
  • 2023-S 0227, sponsored by Sen. Melissa A. Murray (D-Dist. 24, Woonsocket, North Smithfield), provides eligibility for benefits for a pregnant person from onset of pregnancy and would allow lawful permanent residents to receive benefits without a waiting period.
