5/8/2023 MEDIA ADVISORY: Senate Finance Committee meets three times this week to hear department budgets and legislation
STATE HOUSE — The Senate Finance Committee will meet three times this week to to hear testimony on department budgets and legislation.

The committee is chaired by Sen. Louis P. DiPalma (D-Dist. 12, Middletown, Little Compton, Newport, Tiverton).

On Tuesday, May 9 at the RISE of the Senate (approximately 5 p.m.) in Room 211 of the State House, the committee will hear testimony on Article 3, Section 8, which relates to state and municipal police training meal reimbursement.  The committee will also hear testimony on the FY 2023 Supplemental and FY 2024 budgets for the Judiciary, for the Office of the Public Defender, and the Department of Public Safety.

Among the legislation being heard are the following bills:
  • 2023-S 0928, sponsored by Sen. Melissa A. Murray (D-Dist. 24, Woonsocket, North Smithfield), creates a tax exemption of $100,000 relating to assessment of municipal tangible property commencing with the December 31, 2024 tax assessment for taxes payable in calendar year 2025.
  • 2023-S 0862, sponsored by Sen. Tiara Mack (D-Dist. 6, Providence), exempts urban and small farmers from sales taxes, real, tangible and personal property taxes and income taxes. This act would also define urban and small farmers.
  • 2023-S 0095, sponsored by Sen. Joshua Miller (D-Dist. 28, Cranston, Providence), removes the exemption from the state hotel tax for residences rented in their entirety.
On Thursday, May 11 at 3 p.m. in Room 211 of the State House, the committee will hear a presentation by the Rhode Island Airport Corporation.

Also, on Thursday, May 11 at the RISE of the Senate (approximately 5 p.m.) in Room 211 of the State House, the committee will hear presentations on the FY 2024 budgets for the Rhode Island Public Transit Authority and the Rhode Island Turnpike and Bridge Authority.

Among the legislation being heard are the following bills:
  • 2023-S 0921, sponsored by Sen. Alana M. DiMario (D-Dist. 36, Narragansett, North Kingstown, New Shoreham), requires RIPTA to review existing routes in rural communities to identify gaps in service, authorize paratransit vouchers, establish a one-year pilot program to study expanding services and provide vouchers to those with disabilities in those areas.
  • 2023-S 0509, sponsored by Sen. Samuel D. Zurier (D-Dist. 3, Providence), allows all hosting platforms to offer short-term rental units and impairs the authority of the city or town to exercise its authority to regulate the zoning or short-term rental units.
  • 2023-S 0527, sponsored by Sen. Jonathon Acosta (D-Dist. 16, Central Falls, Pawtucket), directs the budget officer to include in the annual state budget an explanation of how the budget furthers efforts to ensure equity in the state.
  • 2023-S 0234, sponsored by Meghan E. Kallman (D-Dist. 15, Pawtucket, Providence), prohibits the RIPTA from imposing any fares and/or charges for service provided to the general public, effective January 1, 2024.
