4/24/2023 MEDIA ADVISORY: Senate Finance Committee meets twice this week to hear budget articles, department budgets and legislation
STATE HOUSE — The Senate Finance Committee will meet twice this week to hear testimony on an article from the governor’s proposed FY 2024 state budget (2023-H 5200), department budgets, a budget amendment and legislation.

The committee is chaired by Sen. Louis P. DiPalma (D-Dist. 12, Middletown, Little Compton, Newport, Tiverton).

On Tuesday, April 25 at the RISE of the Senate (approximately 5 p.m.) in Room 211 of the State House, the committee will hear testimony on the FY 2023 Supplemental and FY 2024 budgets for the Department of Transportation.  The committee will also hear testimony on Article 3, Section 3, which relates to construction and maintenance of state roads.

Among the legislation being heard are the following bills:
  • 2023-S 0248, sponsored by Chairman DiPalma, requires state human services providers to pay employees $25 per hour and schedule for incremental raises for existing employees to be annually adjusted for inflation.
  • 2023-S 0561, sponsored by Sen. Sandra Cano (D-Dist. 8, Pawtucket), appropriates $1,875,000 for the creation of a 9-8-8 suicide prevention and mental health crisis hotline within the Department of Behavioral Healthcare, Developmental Disabilities and Hospitals.
  • 2023-S 0904, sponsored by Chairman DiPalma, enables the governor to determine the salary of the director of the Department of Children, Youth and Families for the year 2023.
On Thursday, April 27 at the RISE of the Senate (approximately 5 p.m.) in Room 211 of the State House, the committee will hear testimony on the FY 2023 Supplemental and FY 2024 budgets for Public Higher Education.  The committee will also hear testimony on a budget amendment relating to the Hope Scholarship and the Cybersecurity Center at Rhode Island College.

Among the legislation being heard are the following bills:
  • 2023-S 0077, sponsored by Majority Leader Ryan W. Pearson (D-Dist. Cumberland, Lincoln), establishes the Rhode Island Hope Scholarship pilot program to provide two-year scholarships to junior and seniors at Rhode Island College.
  • 2023-S 0229, sponsored by Leader Pearson, expands the Wavemaker Fellowship Program to include public school teachers.
  • 2023-S 0274, sponsored by Sen. Jonathon Acosta (D-Dist. 16, Central Falls, Pawtucket), expands the Promise Scholarship program to allow a student who is eligible to receive funds under the Rhode Island Promise Scholarship to use the same funds at most public or private institutions of postsecondary education in Rhode Island.
  • 2023-S 0523, sponsored by Sen. Hanna M. Gallo (D-Dist. 27, Cranston, West Warwick), requires the Commerce Corporation to reserve ten awards for qualified applicants who are employed by Early Intervention agencies as speech language pathologist, occupational therapists, physical therapist, or other qualified professions.
