2/27/2023 MEDIA ADVISORY: Senate Finance Committee to meet Tuesday and Thursday for advice and consent, votes and hearing bill testimony and budget articles
STATE HOUSE — The Senate Finance Committee will meet twice this week to vote on an appointment, vote on legislation and to hear testimony on several bills and on articles from the governor’s proposed FY 2024 state budget (2023-H 5200).

On Tuesday, Feb. 28, at the Rise of the Senate (about 4:30 p.m.) in the Senate Lounge on the second floor of the State House, the committee is scheduled to hear the advice and consent of Peter Alviti, Jr., who has been reappointed to the role of Director of Department of Transportation.

The committee will also consider legislation (2023-S 0020A) sponsored by Sen. Bridget Valverde (D-Dist. 35, East Greenwich, North Kingstown, South Kingstown) which would allow substitute teachers and post-retirement employees to exceed the 90-day cap on post-retirement employment if certain conditions are met.  The committee will consider legislation (2023-H 5040Aaa) sponsored by Rep. William W. O’Brien (D-Dist. 54, North Providence) which permits retired teachers to substitute teach in a school for up to 120 days in a school year, without any loss, forfeiture, or reduction in retirement benefits, through June 30, 2025.
           
Among the testimony to be heard by the committee are the following bills:
  • 2023-S 0080, sponsored by Sen. Walter S. Felag (D-Dist. 10, Warren, Bristol, Tiverton), increases the state earned-income credit as of January 1, 2024 to 16 percent of the federal earned-income credit, not to exceed the amount of state income tax.
  • 2023-S 0212, sponsored by Sen. Mark P. McKenney (D-Dist. 30, Warwick), allows real property owners a one-time non-refundable tax credit for the actual costs of connecting a single family or multi-family dwelling to a municipal sewer system credited to the owner's personal or corporate income tax.
  • 2023-S 0232, sponsored by Sen. Melissa A. Murray (D-Dist. 24, Woonsocket, North Smithfield), imposes a tax on Rhode Island taxable income in excess of $417,500, to be adjusted for inflation, annually.
  • 2023-S 0233, sponsored by Sen. Meghan E. Kallman (D-Dist. 15, Pawtucket, Providence), amends the capital gains tax rates and holding period from five years to one year and imposes a non-owner occupied tax on homes assessed at more than $1 million.
On Thursday, March 2 at 4 p.m. in the Senate Lounge, the committee will hear the following articles from the FY 2024 budget proposal:
The committee is chaired by Sen. Louis P. DiPalma (D-Dist. 12, Middletown, Little Compton, Newport, Tiverton).
