4/4/2022 MEDIA ADVISORY: House Judiciary Committee meets twice this week to vote on legislation and to hear several bills
STATE HOUSE – The House Judiciary Committee will be meeting on Tuesday, April 5 at the RISE of the House in the House Lounge of the State House to vote on three bills and to hear testimony on a variety of legislation.

The committee will be voting on the following bills:
  • 2022-H 7246, sponsored by Rep. Jason Knight (D-Dist. 67, Barrington, Warren), changes the definition of "elder person" for purposes of exploitation of elders from a person 65 years of age or older to a person 60 years of age or older.
  • 2022-H 7690, sponsored by Rep. Joseph J. Solomon, Jr. (D-Dist. 22, Warwick), requires that upon issuance of a citation, the judgment debtor is given 25 days to contact the judgment creditor to resolve the matter prior to court intervention.
  • 2022-H 7700, sponsored by Rep. Carol Hagan McEntee (D-Dist. 33, South Kingstown, Narragansett), adds felony violations of the Uniform Act on Prevention of and Remedies for Human Trafficking as a designated offense for an application for an order under the Interception of Wire and Oral Communications statute.
Among the bills being heard are the following pieces of legislation:
  • 2022-H 7413, sponsored by Rep. Lauren H. Carson (D-Dist. 75, Newport), prohibits the use of hazardous waste or solid waste as fill on any construction site project and renders the use of such soil as fill a felony.
  • 2022-H 7676, sponsored by Rep. Brian Patrick Kennedy (D-Dist. 38, Hopkinton, Westerly), establishes an organized retail crime act which criminalizes the concerted action of 3 or more people that engage in organized theft from retail stores.
  • 2022-H 7699, sponsored by Rep. Edward T. Cardillo, Jr. (D-Dist. 42, Johnston, Cranston), makes possession of a catalytic converter by any person, other than a salvage yard, muffler shop or automobile or truck repair shop, presumptive evidence that the converter was stolen.
  • 2022-H 7714, sponsored by Rep. Samuel A. Azzinaro (D-Dist. 37, Westerly), creates the crime of stolen valor, for falsely representing himself or herself as a member of the military or armed forces, which is punishable by imprisonment of not more than one year, a fine of 1,000, or both.
  • 2022-H 8055, sponsored by Rep. Terri Cortvriend (D-Dist. 72, Portsmouth, Middletown), provides a definition of the Recognizable High Tide Line for the Public's Rights and Privileges of the Shore.
On Thursday, April 7 at the RISE of the House in the House Lounge of the State House, the committee will hear testimony on the following bills:
  • 2022-H 6600, sponsored by Rep. Edith H. Ajello (D-Dist. 1, Providence), creates the Lila Manfield Sapinsley Compassionate Care Act to provide a legal mechanism whereby a terminally ill patient may choose to end their life using drugs prescribed by a physician.
  • 2022-H 7189, sponsored by Rep. David J. Place (R-Dist. 47, Burrillville, Glocester), creates the Rhode Island Pain-Capable Unborn Child Protection Act, prohibiting the performance or induction of an abortion of an unborn child capable of feeling pain, unless necessary to prevent serious health risk to the unborn child's mother.
  • 2022-H 7306, sponsored by Rep. Ramon A. Perez (D-Dist. 13, Providence, Johnston), criminalizes the knowing and intentional failure of a physician, nurse, or other licensed medical person to provide reasonable medical care and treatment to an infant born alive as a felony.
The meetings will be televised on Capitol Television, which can be seen on Cox Channels 15, and 61, in high definition on Cox Channel 1061, on Full Channel on Channel 15 and on Channel 34 by Verizon subscribers, and live streamed at http://rilegislature.gov/CapTV/Pages/default.aspx.
