3/7/2022 Media Advisory: Bills on driver’s licenses, ATVs before Senate Judiciary Committee this week
STATE HOUSE – The Senate Judiciary Committee meets twice this week for hearings on bills related to COVID-19 issues, driver’s licenses and identification cards for undocumented individuals, ATVs and more.

Tomorrow, Tuesday, March 8, at the rise of the Senate (sometime after 4:30 p.m.) in Room 313 on the third floor of the State House, the committee will hear bills including:
  • 2022-S 2560 — Sponsored by Sen. Stephen R. Archambault (D-Dist. 22, Smithfield, North Providence, Johnston), this bill would temporarily suspend the cap on the number of days retired educators can work without penalty and would suspend certain requirements related to the transportation of pupils, both of which would sunset at the end of the 2021-2022 school year. It would also ease the work requirements for registered nurse graduates pending licensure until June 30, 2022.
  • 2022-S 2149 — This bill sponsored by Sen. Samuel W. Bell (D-Dist. 5, Providence) would allow businesses with fewer than 100 employees working 25 hours a week or more that had an insurance policy in place for business interruption coverage as of March 9, 2020, to recover from their insurance companies a COVID-19 business interruption loss.
  • 2022-S 2126 — Sponsored by Sen. Frank S. Lombardi (D-Dist. 26, Cranston), this bill prohibits insurance companies from considering the zip code of the insured, any insured real property or where any insured property is stored or garaged in determining casualty insurance rates.
On Thursday, March 10, at the rise of the Senate in Room 313, the committee will hear bills including:
  • 2022-S 2006 — This bill sponsored by Sen. Frank A. Ciccone (D-Dist. 7, Providence, North Providence), would create a special driver’s license that could be granted to undocumented individuals who can establish proof of Rhode Island residency.
  • 2022-S 2369 — Sponsored by Sen. Sandra Cano (D-Dist. 8, Pawtucket), this bill would allow the Division of Motor Vehicles to issue a state identification card to undocumented individuals upon proof of residence in this state and a tax identification number.
  • 2022-S 2122 — This bill sponsored by Senator Lombardi allows operation of all-terrain vehicles (ATVs) on public lands that are designated trails for ATVs as provided in the Department of Environmental Management regulations.
  • 2022-S 2362 — Sponsored by Sen. Samuel D. Zurier (D-Dist. 3, Providence), this bill creates misdemeanor penalties for any person driving or operating any recreational vehicle on any local highway unless specifically permitted by ordinance or exempted as a permitted crossing.
 
The General Assembly’s committee meeting return to in-person format this week.

Both meetings be televised on Capitol Television, which can be seen on Cox Channels 15 and 61, in high definition on Cox Channel 1061, on Full Channel on Channel 15 and on Channel 34 by Verizon subscribers.
