MEDIA ADVISORY: House Education Committee to hear testimony on bills related to student health and safety
|
STATE HOUSE — The House Education Committee is scheduled to meet Tuesday to hear testimony on several bills related to the health and safety of students. The panel is also scheduled to vote on a bill (2025-H 5420) from Committee Chairman Joseph M. McNamara (D-Dist. 19, Warwick, Cranston) that would amend the definition of a “pupil transportation vehicle” to a vehicle constructed to seat not more than 10 passengers plus the operator, rather than the existing limit of eight passengers.
The committee is scheduled to meet Tuesday, March 11, at 2:30 p.m. in Room 101 on the first floor of the State House.
The committee will hear testimony on the following bills:

(2025-H 5489) — this bill, introduced by Rep. Jacquelyn Baginski (D-Dist. 17, Cranston), would require school districts to organize concussion oversight teams, develop removal-from-play, return-to-play, and return-to-learn protocols, and develop a concussion brochure.

(2025-H 5490) — this bill, introduced by Representative Baginski, would require all school districts to designate a certified athletic trainer at each high school within its district.

(2025-H 5491) — this bill, introduced by Rep. Kathleen A. Fogarty (D-Dist. 35, South Kingstown), would require the Department of Elementary and Secondary Education and the Department of Health to adopt policies, rules and regulations for the administration of seizure rescue medications for children who have been medically identified as having epilepsy/seizure disorder.

(2025-H 5088) — this bill, introduced by Chairman McNamara, would mandate the use of a soft-shell helmet cover that adds a padded, soft-shell layer to the outside of a traditional football helmet, for students participating in Rhode Island Interscholastic League football.
