4/25/2022 MEDIA ADVISORY: House Finance Committee meets three times this week to hear a variety of legislation
STATE HOUSE – The House Finance Committee will be meeting three times this week to hear testimony on a variety of legislation.

On Tuesday, April 26 at the RISE of the House (approximately 5 p.m.) in Room 35 of the State House, the committee will be meeting to hear testimony on several bills.

Among the legislation being heard are the following bills:
  • 2022-H 6634, sponsored by Rep. Arthur Handy (D-Dist. 18, Cranston), exempts bicycles from sales and use tax.
  • 2022-H 6657, sponsored by Rep. Robert D. Phillips (D-Dist. 51, Woonsocket, Cumberland), would establish groups for placement of solar panels on inter-state highways and would use the America Rescue Plan Act of 2021 for funding.
  • 2022-H 7286, sponsored by Rep. James N. McLaughlin (D-Dist. 5, Cumberland, Central Falls), includes middle income taxpayers and retirees meeting 85 percent of Rhode Island's median income levels as eligible participants for heating assistance and doubles the amount of assistance available which shall be funded by available American Rescue Plan funds.
  • 2022-H 7621, sponsored by Rep. Terri Cortvriend (D-Dist. 72, Portsmouth, Middletown), creates the Home Heating Greenhouse Gas Emissions Reduction Act which provides a mechanism and funding for gas companies to transition from providing gas heat to non-emitting renewable thermal energy for home heating consumers.
On Wednesday, April 27 at the RISE of the House (approximately 5 p.m.) in Room 35 of the State House, the committee will hear testimony on a variety of bills, including:
  • 2022-H 6650, sponsored by Rep. George A. Nardone (R-Dist. 28, Coventry), establishes the Office of Inspector General as an independent administrative agency charged with the responsibility to investigate, detect, and prevent fraud, waste, abuse, and mismanagement in the expenditure of public funds.
  • 2022-H 7331, sponsored by Rep. Julie A. Casimiro (D-Dist. 31, North Kingstown, Exeter), authorizes during declared emergency the issuance of emergency rules for corporate filings and minimum taxes.
  • 2022-H 7449, sponsored by Rep. Patricia A. Serpa (D-Dist. 27, West Warwick, Coventry, Warwick), raises the amount of life insurance the state would provide at no charge to Rhode Island National Guard members called up for federal duty to $500,000.
  • 2022-H 7799, sponsored by Rep. Joshua J. Giraldo (D-Dist. 56, Central Falls), prohibits contracts with private, for-profit prison facilities or with the U.S. Immigration and Customs Enforcement for the purposes of housing and detaining people.
On Thursday, April 28 at the RISE of the House (approximately 5 p.m.) in Room 35 of the State House, the committee will hear testimony on a variety of bills, including:
  • 2022-H 7068, sponsored by Rep. Kathleen A. Fogarty (D-Dist. 35, South Kingstown), requires the Department of Human Services to develop a plan to streamline the application, certification and recertification process for SNAP beneficiaries aged 60 years and over.
  • 2022-H 7070, sponsored by Rep. Joseph J. Solomon, Jr. (D-Dist. 22, Warwick), expands eligibility for elderly services assistance to persons under age 65 suffering from Alzheimer's disease or a related dementia confirmed by a licensed physician, provided that the person's joint income does not exceed 250 percent of the federal poverty level.
  • 2022-H 7490, sponsored by Rep. Jean Philippe Barros (D-Dist. 59, Pawtucket), allows SNAP recipients to receive a minimum of $0.50 credit on their EBT card, for each $1.00 spent on fruits and vegetables and it also creates a separate SNAP fund to allocate funds from the general fund to effectuate this act.
  • 2022-H 7615, sponsored by House Majority Whip Katherine S. Kazarian (D-Dist. 63, East Providence), increases the daily rate of payments to nursing facilities by 20 percent for single occupancy rooms to include private bathrooms.
