2/28/2022 MEDIA ADVISORY: House Judiciary Committee meets on Thursday to hear a variety of legislation
STATE HOUSE – The House Judiciary Committee will be meeting Thursday, March 3 at the RISE of the House (approximately 4:45 p.m.) in the House Lounge of the State House to hear testimony on a variety of legislation.

Among the bills being heard are the following pieces of legislation:
  • 2022-H 7191, sponsored by Rep. John G. Edwards (D-Dist. 70, Tiverton, Portsmouth), abolishes penalty of life without parole and amends/repeals all sections of the general laws regulating prisoners serving a sentence of life without parole. It would have prospective and retroactive effect for any offense committed after January 1, 1991.
  • 2022-H 7304, sponsored by Rep. John J. Lombardi (D-Dist. 8, Providence), allows the expungement of multiple felony convictions for non-violent felonies 10 years after the sentence completed.
  • 2022-H 7353, sponsored by Rep. Leonela Felix (D-Dist. 61, Pawtucket), prohibits the courts from setting cash or surety bail on any misdemeanor offense but would permit the court to set reasonable non-monetary conditions of bail to assure the defendant's presence in court as required and to protect the community.
  • 2022-H 7411, sponsored by Rep. Evan P. Shanley (D-Dist. 24, Warwick), repeals the provision of the general laws declaring prisoners serving a life sentence civilly dead.
The meeting will be televised on Capitol Television, which can be seen on Cox Channels 15, and 61, in high definition on Cox Channel 1061, on Full Channel on Channel 15 and on Channel 34 by Verizon subscribers, and live streamed at http://rilegislature.gov/CapTV/Pages/default.aspx.

Individuals may testify in person or over the phone. Depending on the number of people who register, testimony may be limited to two minutes. For phone testimony, the deadline to register is at 4 p.m. on Wednesday at this link. The committee is unable to designate a specific time that registrants will be called and in some cases, it may be at a late hour. Witnesses are urged to submit written testimony in the event they unavailable when called.

Those who wish to testify in person must also register, either using the form at the same link, or by signing up in person with the clerk at the meeting. Masks are mandatory in committee hearings and in the State House.
