2/14/2022 MEDIA ADVISORY: House Judiciary Committee meets on Thursday to vote on two bills; hear a variety of legislation
STATE HOUSE – The House Judiciary Committee will be meeting Thursday, February 17 at the RISE of the House (approximately 4:45 p.m.) in the House Lounge of the State House to vote on two bills and hear testimony on a variety of legislation.

The two bills that the committee will consider are:
  • 2022-H 6642, sponsored by Rep. Charlene M. Lima (D-Dist. 14, Cranston, Providence), provides that planning board approval votes require a majority of members present at time of vote or quorum of a zoning review board and would authorize voting members, including alternatives.
  • 2022-H 6644, sponsored by Rep. Carol Hagan McEntee (D-Dist. 33, South Kingstown, Narragansett), increases the age of children able to utilize a recorded forensic interview for cases of sexual abuse in grand jury testimony for child assault from age 14 to age 18.
Among the bills being heard are the following pieces of legislation:
  • 2022-H 7194, sponsored by Rep. David J. Place (R-Dist. 47, Burrillville, Glocester), requires law enforcement to obtain consent or a warrant before placing audio or video recorders on or near the private property of another. A violation of this act would make any evidence inadmissible in any court proceedings.
  • 2022-H 7303, sponsored by Rep. Robert E. Craven (D-Dist. 32, North Kingstown), adds immunity from liability and provides compensation for certain injuries for employees whose position within school directly involves work with students.
  • 2022-H 7308, sponsored by Rep. Thomas E. Noret (D-Dist. 25, Coventry, West Warwick), makes threats of mass violence and false reports of threats to educational, religious, social institutions or civic or fraternal associations a misdemeanor.
  • 2022-H 7360, sponsored by Rep. Julie A. Casimiro (D-Dist. 31, North Kingstown, Exeter), modifies the definition of domestic violence to include coercive control of another, resulting in a pattern of behavior that in purpose or effect unreasonably interferes with a person's free will and personal liberty.
The meeting will be televised on Capitol Television, which can be seen on Cox Channels 15, and 61, in high definition on Cox Channel 1061, on Full Channel on Channel 15 and on Channel 34 by Verizon subscribers, and live streamed at http://rilegislature.gov/CapTV/Pages/default.aspx.

Individuals may testify in person or over the phone. Depending on the number of people who register, testimony may be limited to two minutes. For phone testimony, the deadline to register is at 4 p.m. on Wednesday at this link. The committee is unable to designate a specific time that registrants will be called and in some cases, it may be at a late hour. Witnesses are urged to submit written testimony in the event they unavailable when called.

Those who wish to testify in person must also register, either using the form at the same link, or by signing up in person with the clerk at the meeting. Masks are mandatory in committee hearings and in the State House.
