7/1/2021 Senate passes DiPalma bill which establishes a commission to analyze health and human services
STATE HOUSE – The Senate tonight passed legislation sponsored by Sen. Louis P. DiPalma (D-Dist. 12, Middletown, Little Compton, Newport, Tiverton) which creates a special legislative commission to make recommendations on how to most efficiently and effectively administer health and human services in the state.

“We all know that the delivery of some human services in the state has been troubled for a very long time and the Senate Oversight Committee has listened to countless hours of testimony on what is broken within the delivery system and what has worked well.  This commission will go beyond the ability of the Oversight Committee to truly analyze what needs to be changed, strengthened or eliminated so that our most vulnerable residents receive the care and support that they need and deserve,” said Senator DiPalma, Chairman of the Senate Committee on Rules, Government Ethics and Oversight.

The legislation (2021-S 0985) creates a special legislative commission consisting of not more than 11 members: three members of the Senate, not more than two from the same political party, to be appointed by the President of  the Senate; and not more than eight members with relevant expertise and experience as providers, partners and/or stakeholders of the Executive Office of Health and Human Services, the Medical Assistance (Medicaid) Program, the Department of Children, Youth and Families, the Department of Human Services, the Department of Health, and the Department of Behavioral Healthcare, Developmental Disabilities, and Hospitals, to be appointed by the President of the Senate.

The purpose of the commission will be to review and make recommendations on how to most efficiently and effectively administer health and human services in the state, including the governance structure.

The commission will report its findings and recommendations to the President of the Senate on or before March 1, 2022, and the commission shall expire on July 1, 7 2022.
