6/28/2021 General Assembly passes Sen. Raptakis and Rep. Serpa’s bill prohibiting Coventry from charging homeowners the costs of road repaving relating to sewage work
STATE HOUSE – The General Assembly today passed legislation sponsored by Sen. Leonidas P. Raptakis and Rep. Patricia A. Serpa which prohibits the town of Coventry from charging homeowners the costs of road repaving relating to sewage work.

“Since the beginning of Coventry’s sewage project, the ratepayers have been fleeced, harassed and utterly frustrated with several repeating issues relating to the ‘Coventry sewer debacle.’  This bill is one of many that I have sponsored to protect the ratepayers of Coventry from being blindsided by astronomical costs relating to sewer projects billed by the Kent County Water Authority and I will continue to sponsor legislation until the ratepayers are finally treated fairly,” said Senator Raptakis.

“This is once again another piece of legislation that is necessary to protect the ratepayers of the Kent County Water Authority from further victimization.  The costs that the Authority has repeatedly forced the ratepayers to shoulder are unacceptable and the General Assembly will continue to step in when necessary to keep protecting the rights and best-interests of our residents in Kent County,” said Representative Serpa.

The legislation (2021-S 0114 / 2021-H 5688) states that the town of Coventry shall not assess upon the owners of land the costs associated with repaving the roadway upon completion of any sewage works within the town.

The legislation now heads to the governor’s desk for consideration.
