6/24/2021 Senate passes DiPalma’s bill that requires BHDDH to provide monthly data to the Caseload Estimating Conference
STATE HOUSE – The Senate tonight passed legislation (2021-S 0041A) sponsored by Sen. Louis P. DiPalma which requires the Department of Behavioral Healthcare, Developmental Disabilities and Hospitals (BHDDH) to provide monthly data to the members of the Caseload Estimating Conference.
The bill was included in the FY 2022 state budget.

“The legislation is about honest and transparent budgeting. We need an accurate accounting of how many individuals we are serving in these vital programs, so that our budget reflects the associated costs, or makes program adjustments, or both,” said Senator DiPalma (D-Dist. 12, Middletown, Little Compton, Newport, Tiverton).  “With additional facts and data which would result from the biannual Caseload Estimating Conference, the Executive Branch and the General Assembly would be able to more accurately budget for these needed services.”

The legislation states that beginning July 1, 2021, the BHDDH shall provide monthly data to the members of the Caseload Estimating Conference by the fifteenth day of the following month.  Included in the data to be provided to the conference are actual caseloads and expenditures for private community developmental disabilities services programs, cases added or denied during the prior month, funding, patient placement and property held or utilized by BHDDH.

The Executive Office of Health and Human Services shall provide direct assistance to BHDDH to facilitate compliance with the monthly reporting requirements in addition to preparation for the caseload estimating conferences.

The bill now heads to the House of Representatives for consideration.
