6/24/2021 Senate votes to protect against lifetime insurance limits on essential services
STATE HOUSE – The Senate today approved legislation sponsored by Senate Majority Whip Maryellen Goodwin to ensure that protections against lifetime limits on insurance coverage for essential health services are maintained in state law, even if they are ever struck down as part of the federal Affordable Care Act.

“Essential health care services are just that — essential. There should be no point in anyone’s life where their insurance can just decide it’s simply not going to pay any more for something that is essential to their health,” said Senator Goodwin (D-Dist. 1, Providence). “Rhode Island must make it very clear that allowing lifetime limits on essential services is a failure to provide adequate health care.”

The legislation (2021-S 0712) strikes a passage from state law that would invalidate Rhode Island’s prohibition on lifetime limits if a similar requirement in the federal Affordable Care Act — also known as Obamacare — is either repealed by Congress or declared invalid in federal court.

The legislation now goes to the House of Representatives, where Rep. Rebecca Kislak (D-Dist. 4, Providence) is sponsoring companion legislation (2021-H 5651).
