3/16/2017 Sen. Morgan bill would qualify mobile homes for affordable housing goals
STATE HOUSE – Senator Elaine J. Morgan, (R-Dist. 34, Charlestown, Exeter, Hopkinton, Richmond, West Greenwich), has proposed legislation that would allow cities and towns to count groups of 20 or more manufactured or mobile homes in a mobile home park toward their affordable housing requirements.

“This legislation will help towns meet the HUD standard of low income housing,” Morgan said of Senate bill (2017-S 581).  Current rules do not permit towns to count mobile or manufactured homes in mobile home parks toward their affordable housing goals. “Low income housing should include mobile and manufactured homes.  Cities and towns already have this affordable housing, but cannot count that toward their requirements.  Instead, they must find ways to finance new construction to build affordable units, which overall uses more tax dollars.”

Morgan said the change would also allow cities and towns to accept more federal Housing and Urban Development money.  Under the proposed legislation, and mobile home parks with more than 20 units that have been on municipal tax rolls for at least one year would qualify as affordable housing.

The legislation now goes before the Senate Committee on Housing and Municipal Government for consideration.
