3/16/2017 Senator Morgan proposes state employees electronically record work hours
STATE HOUSE – Senator Elaine J. Morgan, (R-Dist. 34, Charlestown, Exeter, Hopkinton, Richmond, West Greenwich), has introduced legislation that would require all classified state employees to electronically log in and out to record their work hours.

Senate bill (2017-S 582) would apply to classified state workers who are in non-supervisory roles.  The legislation requires these employees to complete a daily log-in and log-out to show the number of hours worked each day.

“I have heard from a number of supervisors in various departments that it is difficult to keep track of all employees’ comings and goings,” Morgan said. “Some agencies have had layoffs of supervisors, leaving fewer people to monitor hours worked.

The legislation directs the Department of Administration to use existing computer resources to electronically record hours worked.  The director of the DOA would be permitted to establish the necessary rules and regulations to begin the recording.

“Many state departments don’t have time clocks,” Morgan said. “Rhode Islanders are paying taxes to pay these employees, and this is a way to make sure we’re getting the best use of our tax dollars.”

The legislation now goes before the Senate Committee on Labor for consideration.
